Vocational education and general education belong to two different branches of education in China,Both shoulder the mission of educating people and talents,and both are equally important.But it is generally believed that vocational education is inferior to general education.Alen of Stanford University found through his investigation of vocational education around the world that the speed of economic development and urban modernization process do not directly affect the rise and fall of vocational education,However,people’s attitude towards vocational education has directly hindered the development of vocational education.Improve professional education position,the state has successively issued the Implementation Plan of National Vocational Education Reform,the Implementation Plan of Deepening the Reform of "Double-qualified" Vocational Education Teacher Team Construction in the New Era,and the Action Plan of Improving quality and Cultivating Excellence in Vocational Education(2020-2023).In many speeches,General Secretary Xi Jinping mentioned that vocational education has a bright future and promising future in the new journey of comprehensively building a modern socialist country.At present,the country has created a favorable environment for the development of vocational education,and the development of vocational education has been improved,but there are still some problems such as low recognition,insufficient investment and poor employment placement.In order to solve these problems,the public management function of local government must be brought into play from the quasi-public product and strong regional property of vocational education.Taking L municipal government as an example,this paper uses the methods of questionnaire and interview to describe in detail the problems that L municipal government has in the process of developing vocational education,such as policy documents lack guidance,inadequate supervision,insufficient investment,the failure to establish a good employment service system,and the disconnection between specialty setting and market demand.After identifying the problem,analyze the deep-seated causes behind the problem in order to propose solutions.Before getting the solutions,by using the comparative analysis method,To learn the good practices from other cities in China,and combining with the actual situation of the local area,it is proposed that promoting the development of vocational education by the local government must strengthen the publicity of vocational education,improve the policy system of vocational education,establish the supervision,assessment and evaluation mechanism of vocational education,increase the investment in vocational education,and macro-control the school’s specialty setting according to the market demand We will take effective measures to provide employment services for vocational education students.However,only relying on the power of the government has limited effect.Therefore,it is necessary to create a new pattern of union participation of enterprises,industries and social groups under the leadership of the government.Make flexible use of policy and administrative means to promote the orderly and efficient development of local vocational education.
