Research On Government Functions In The Development Of Agricultural Industry In Aohan Banner Of Chifeng Under The Background Of Rural Revitalization

Rural revitalization is an important strategic goal proposed by the 19 th National Congress of the Communist Party of China,with the overall requirements of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living.Among them,industrial prosperity is the primary task.As a major agricultural county,Aohan Banner is the only way to realize rural revitalization by promoting the efficient development of agricultural industry.Starting from the current situation of agricultural industry development in Aohan Banner,based on the statistical data and field research over the years,combined with the theory of New Public Management,the theory of public service supply,and the theory of comparative advantage,this paper deeply analyzes the lack of efforts to promote agricultural industry development,the lagging cultivation of new agricultural operators,and the lack of public basic services in the process of Aohan Banner government promoting agricultural industry development Problems such as weak coordination and supply capacity of production factors.And summarize and summarize four reasons:insufficient effectiveness of administrative entities,incomplete talent incentive and guarantee mechanisms,incomplete construction of basic service systems,and the need to strengthen government management systems.Combining the advanced experience and practice of domestic agricultural industry development and Aohan Banner’s characteristic high-quality resources,and based on the reality of Aohan Banner,we should build a path for the government to promote the development of agricultural industry in the context of rural revitalization: fully release the efficiency of administrative subjects,improve the talent security mechanism,build a service security system,and promote the construction of agricultural industry development system and mechanism.At the end of the article,the conclusions and prospects are put forward,with a view to providing theoretical suggestions for the development of agricultural industry in Aohan Banner,narrowing the gap between urban and rural areas,promoting the overall development of agricultural economy,and having positive significance for the revitalization of rural areas and the early realization of agricultural modernization.
