Study On The Government Functions In The Development Of Agricultural Industry Under The Background Of Rural Revitalization

The implementation of Rural Revitalization Strategy is a major decision and deployment made in the work report of the 19 th National Congress of the Communist Party of China(CPC).It is also the starting point of doing a good job in the work of "agriculture,rural areas and farmers" in the new period.The report of the 19 th National Congress of the Communist Party of China puts forward the requirements of "prosperous industry,livable ecology,civilized rural style,effective governance and affluent life" for the implementation of Rural Revitalization Strategy.The prosperity of agricultural industry can effectively promote the growth of rural talents,cultural prosperity,ecological optimization,organizational strengthening,and provide the material basis and development platform for organizing farmers,serving farmers,building and developing rural areas,which is an important support for the overall revitalization of rural areas.This paper discusses the various aspects of government’s performance of functions in promoting the development of agricultural industry from the perspective of academic theory,such as the necessity,content and way of government’s performance of duties in promoting the development of agricultural industry,the phenomenon of dislocation,offside and absence of government’s performance of duties in promoting the development of agricultural industry and the realization conditions of function optimization.On this basis,introduce the development status of the agricultural industry in Zixi County of Fuzhou City and the specific functions of the county and the specific roles of the county.Through face-to-face interviews and questionnaires and other methods,the achievements,problems and reasons of the county in promoting the development of agricultural industry are explained.This paper respectively explains the measures and suggestions to improve the government function of Zixi County to promote the development of agricultural industry from the aspects of innovating the evaluation mechanism,creating a good administrative ecology,changing the concept of duty performance and other aspects,in order to promote the government to improve the government function,tap the potential of local agricultural industry development and promote the county agricultural industry to achieve high-quality sustainable development.
