| The 20th Party Congress report states that "we must insist on safeguarding and improving people’s livelihoods in the course of development,encourage common struggle to create a better life,and continuously realise people’s aspirations for a better life" "we must realise,safeguard and develop the fundamental interests of the broadest number of people" Exploring the provision of public services by public institutions under public health emergencies is conducive to improving the emergency service response plans of public institutions under major emergencies,and is of great significance in assessing the public service system and service capacity.Public institutions(e.g.schools,hospitals,public libraries,etc.)still need to serve the public in the face of major public health emergencies(e.g.Covid-19,H1N1,SARS,etc.),thus placing a higher demand on the property management of public institutions.This study takes public institutions in urban areas of S city as the research object,and uses questionnaire and interview methods to investigate the problems and service satisfaction of property management under major public health emergencies based on the new public service theory,property management theory,collaborative governance theory and crisis management theory,with regard to the special characteristics of property management in public institutions.Based on the results of the questionnaire survey,the current situation of property management in public institutions and the existing problems were analysed and discussed in order to target the research to find improvement methods.The results of the study revealed that the problems of property management in public institutions during major public health emergencies are mainly confusing:property management emergency response is confusing;property management has difficulties in implementing emergency protocols;property management emergency measures are not in place;and the physical and mental health of property management staff is affected by emergency events.The root causes of these problems were further analysed,including a weak awareness of property management’s response to major public health emergencies;a poor level of coordinated response to prevention and control;a difficult task for public institutions and a low level of efficiency in emergency response;and property management staff not demonstrating the professionalism that is commensurate with that of public institutions.Finally,taking into account the characteristics of property management in public institutions,this paper proposes several suggestions for improving property management under major public health emergencies,including:strengthening emergency awareness and practicing the service purpose of public institutions;managing in accordance with the law and strengthening the internal system construction and financial investment in property;implementing emergency management policies in public institutions and clarifying property management responsibilities;and regularly intervening to protect the psychological health of property managers.The findings of this paper are of reference significance to the property management of public institutions in city S in the face of major public health events,and also have inspirational value for the property management of public institutions in other regions in the face of public health emergencies. |
