Research On Problems And Countermeasures Of Government Support Policy In Suzhou Semiconductor Industry

The 20th National Congress of the Communist Party of China put forward the scientific and technological innovation development strategy of "science and technology is the first productive force,talent is the first resource,and innovation is the first power".At the same time,it is clearly pointed out in the "two-step" strategic arrangement for building a socialist modern power in an all-round way that by 2035,we will achieve self-reliance in high-level science and technology,become a leading innovative country,and become a scientific and technological power.The development of China’s science and technology industry should adhere to the goal orientation and forward-looking guidance.Based on the national strategic needs,the government should formulate industrial policies to effectively make up for market deficiencies and promote the development of science and technology industry.As one of the modern high-tech industries,semiconductor industry is a strategic,basic and leading industry that supports economic and social development and guarantees national security.After the Sino US trade conflict,China’s semiconductor industry suffered from the restrictions of trade,key technologies and high-level talents,which seriously hindered its industrial development.To this end,the state has issued a series of semiconductor industry policies to boost the localization of key technologies.However,according to the semiconductor industry local policies issued in succession,there are still problems such as lack of foresight and coordination in policy formulation,and inadequate policy implementation.Therefore,it is particularly urgent to study how to formulate local semiconductor industry policies to better adapt to industrial development,and how to remove obstacles in the process of policy implementation.This paper takes the government support policies for the semiconductor industry in Suzhou as the research object.Although the semiconductor industry in Suzhou started early and has a good foundation,there are still problems in the development of the semiconductor industry,such as the mismatch between industrial policies and technical characteristics,the unclear guiding role of industrial policies,the low accuracy of industrial talent policies,and the single support policy for public service platforms.Combined with the policy tool theory,policy intervention theory and coordination theory,and with the literature research method,interview method and comparative analysis method as the main research methods,this paper analyzes the reasons from four aspects:the lack of forward-looking industrial layout in policy formulation,the policy system does not adapt to the industrial ecological development,the imperfect industrial talent policy evaluation mechanism,and the lack of innovation in public service platform support policies,thus proposing to adhere to the coordinated development of industrial and science and technology policies We should improve the long-term mechanism of support policies,optimize the semiconductor industry talent policy,and promote the construction of public platforms through diversified policies.The research on Suzhou semiconductor industry government support policy will help improve the industry support policy and promote the better development of Suzhou semiconductor industry.At the same time,it provides experience for domestic cities of the same type to formulate and optimize government support policies for the semiconductor industry.
