A Study On The Semiconductor Policy Under Biden’s Administration

The digital information revolution has accelerated the transformation of human society,so the semiconductor industry has become the key field of great power competition.At the political level,in the context of the intensifying strategic competition between China and the United States,the hostile attitude of the United States towards China is increasingly obvious.Science and technology has become the main field of the United States’ strategy to contain China.At the economical level,the impact of the COVID-19 pandemic caused the world to face a chip shortage and a series of latter economic losses,major countries in the world start paying more attention to the semiconductor industry.In order to maintain its technological hegemony and pursue the "absolute safety" and "absolute advantage" of American semiconductor technology,the Biden administration launched a comprehensive security review and restructuring plan for the American semiconductor industry chain after taking office.On the one hand,the Biden administration coordinated with the government,industry and academia,adopted a series of industrial policies at the national level to increase investment in the semiconductor industry,and cooperated with Allies and partners to strengthen the resilience of semiconductor supply chain.On the other hand,the Biden administration has intensified its perception of the threat posed by China’s semiconductor industry.It has comprehensively used a variety of domestic tools to restrict the normal trade of China’s semiconductor business,and adopted half-pull and half-threaten strategies against its Allies to construct an all-round and whole-link containment and blockade of China’s semiconductor industry.However,the Biden administration’s semiconductor policy adjustment is obviously contrary to the essential law of the industry and the trend of scientific and technological development,and is subject to internal and diplomatic restrictions,so there may be great uncertainty in the implementation process.In the short term,the Biden administration’s semiconductor policy measures have caused certain losses to China’s semiconductor industry.In the future,China and the United States may fall into a more tense semiconductor competition situation.China’s semiconductor industry should be fully prepared for this.From the perspective of the government,firstly,China should improve its legal system as soon as possible to cope with the abuse of domestic legal tools by the United States to suppress and sanction China.Second,China should continue to adopt an open attitude,actively seek partners,and adopt policy support to speed up its semiconductor technology development.In general,Biden administration’s semiconductor policy is fully mobilized the power of the domestic "government,university,industry and research" structure,and integrated the action of reshaping the US semiconductor industry with the process of scientific and technological competition with China,launching a clearly targeted anti-China action in the global semiconductor industry.This is not just a policy that will change the structure of the semiconductor industry in the United States,but also a policy that will shake up the global semiconductor supply chain.
