Research On Optimization Of Government Support Tools For The Development Of Cosmetics Industry In Guangzhou B District

China’s cosmetics industry has also achieved considerable development,with China’s economic and social development,the continuous acceleration of urbanization,residents’ living consumption level greatly improved,residents’ consumption of cosmetics maintained a high growth trend.The government tools used by the government of District B,which is the region with the largest concentration of cosmetics manufacturers in China,are of vital importance to the realization of industrial development goals and the quality of industrial development in the process of industrial development.Government tools refer to specific paths and mechanisms selected,which were determined by the ruling party and government departments to guide or urge policy counterparts to take desired actions in order to achieve certain policy goals or solve social and public problems under the established policy environment.The introduction part of the paper reviews the development status of cosmetics industry at home and abroad and the research results of government tools by collecting literature,on this basis,summarizing the definition of two core concepts of government tools and cosmetics industry,sorting out the scope of mandatory,hybrid and voluntary government tools according to the degree of government intervention.The data were obtained by data collection and interview survey,combined with the characteristics of the cosmetics industry,supported by the theory of government tools and the theory of good governance,with the help of data collection and interview surveys obtained from the data,in the third chapter of the analysis of the current situation and problems of government support tools for the cosmetics industry in Area B,there are problems in the development of the cosmetics industry in Area B,including mandatory tools: there is a deviation in industrial development goals,regulatory tools regulate the industry order and effectiveness is insufficient,the management system is rigid,the execution is lacking,etc.;hybrid tools: information tools do not play their due role,The systematic,fairness and efficiency of the financial subsidy policy need to be improved,the tax reduction effect of the preferential tax policy is not obvious,and the degree of socialization of the management of the cosmetics industry is insufficient;voluntary tools: the performance level of the cosmetics industry association needs to be improved,and the enthusiasm of families and communities to participate in the social co-governance of the industry needs to be stimulated.Chapter Four: The experience of government sharp weapons in the development of the cosmetics industry in developed areas at home and abroad,and actively drawing on the advanced experience of the United States,Japan,South Korea and China’s Shanghai and Beijing areas,will help Guangzhou B District to better support the cosmetics industry.The fifth chapter is the countermeasures and suggestions for optimizing the government support tools for the development of the cosmetics industry in Area B,and the suggestions put forward include scientific planning of industrial development,coordinated supervision and effectiveness,improvement of the government management system,establishment of information sharing mechanism,optimization of fiscal and taxation policy collocation,promotion of socialization of industry management,increase of support for industry associations,and increase of social publicity.It is hoped that through the research in this paper,it will help Guangzhou B District to better use government support tools to promote the development of the cosmetics industry to achieve higher quality.
