Analysis Of The Problems And Countermeasures In The Implementation Of Industrial Support Policies In Pingshan District,Shenzhen City

Industry is the core and basic plate supporting the economic and social development of countries and regions.At present,developed countries have implemented the "industrial return" strategy,some developing countries are also actively introducing industrial policies to participate in the global industrial redivision of labor,the international industrial division of labor pattern is being reshaped,and China’s accelerated transformation of economic development mode has formed a historical intersection.To this end,China’s central and local governments have issued relevant industrial support policies,continue to increase financial investment in the industrial field,promote the rapid development of strategic emerging industries and future industries,and promote the transformation of traditional industries to high-end,green and intelligent.In recent years,Pingshan District,Shenzhen has issued industrial support policies such as "Several Measures for Economic Development" and "Several Measures for Scientific and Technological Innovation",and achieved good results in innovation capabilities,platform energy levels,enterprise development,and digital empowerment.However,there is still a certain gap between the actual effect of the policy and the ideal goal,and the problem lies in the process of implementing the industrial support policy.Therefore,the study of these specific problems and their causes can not only provide a basis for the district government to formulate policies and improve the implementation effect of industrial support policies,but also enrich the practical materials in the field of policy implementation research to a certain extent,so it has both certain theoretical value and practical significance.The research object of this paper is the implementation of industrial support policies in Pingshan District,Shenzhen,and the implementation status of industrial support policies in Pingshan District,Shenzhen is analyzed by using case studies,interviews and other methods,combined with Smith’s policy implementation model.The first is to construct a theoretical framework that includes four dimensions: policy ontology,implementation department,target group and implementation environment,under which the implementation of industrial support policies in Pingshan District,Shenzhen is analyzed,and the deviations of policy implementation are analyzed based on specific cases.Second,the interview method was used to investigate the actual effect of the implementation of industrial support policies in Pingshan District,from which it was found that the problems existing in the current implementation of industrial support policies mainly include: insufficient policy coverage,lack of sunshine and rigor in policy implementation,illegal access to policy funds by some enterprises,and poor linkage between different levels of enforcement agencies;The main reasons are: the policy itself is insufficient,the ability of the implementation subject needs to be improved,the awareness of rules of some target groups is poor,and the policy implementation environment needs to be improved.Third,in view of the causes of problems,from all levels involved in policy implementation,put forward policy implementation optimization countermeasures,namely: improve the design scheme of the policy ontology;Strive to improve the capacity of policy implementation entities;strengthening the supervision of target groups;Create a good environment for policy implementation.It is hoped that the relevant suggestions in this paper can promote the improvement of the shortcomings in the implementation of industrial support policies in Pingshan District,Shenzhen,and provide reference for the implementation and optimization of industrial support policies in other regions.
