| As a special unit in urban governance,the governance of "Rural to Urban"communities has been an important topic of academic interest.Among them,property management,as an important element of community governance,is related to the quality of life of residents and the modernization of grassroots governance.However,due to mandatory institutional changes and insufficient transformation of the internal governance system,property management in rural-transferred communities is in a state of "organized disorder",which restricts the enhancement of residents’ sense of well-being.This paper takes the "government-society" relationship as the starting point,integrates the "state-society" relationship theory,collaborative governance theory and"process-event" analysis methods,and uses the "S" city "Rural to Urban" communities property management reform as a case study.The study finds that the interaction between the government and the community is not only a matter of social and economic development,but also a matter of social and economic development.The study finds that the interaction between the government and the community is a key factor influencing the effectiveness of property management in farm-to-house communities.Through combing,property management in S city’s "Rural to Urban" communities has experienced community self-management("government weak-society strong"),commercial property management("government weak-society weak"),government co-management("government strong-society weak"),and mixed governance("government strong-society weak")."),and mixed governance("strong government-strong society"),and in these four stages of development,property management in "Rural to Urban" communities suffers from different degrees of synergistic dilemmas,which are mainly manifested in the imbalanced interaction between the government and the community,the insufficient supply of economic resources,the lack of collaborative power and the blurred power and responsibility relationship.The main manifestations are the unequal status of the government and the community,the lack of resource integration,the lack of synergy,and the blurred power and responsibility relationship.This paper finds that four major factors,namely,the concept(the delay in updating the property management concept),the system(the arena of property management system transformation),the interest(the friction between property management subjects’ interests),and the environment(the lack of the rule of law atmosphere in property management),have caused the collaborative governance problem in property management of "Rural to Urban" communities.It is necessary to establish the concept of collaborative property management,improve the mechanism of collaborative property management,improve the property management system and integrate community economic resources,optimize the structure of the main body of collaborative property management,and improve the rule of law environment of collaborative property management,so as to make the property management of farm-tohome communities out of the dilemma of government and community collaboration and realize "good governance". |
