Research On The Path Of Multi Subject Collaborative Governance Of Urban Community In The New Era

Urban community governance is the basic project in the national governance system and the basic unit of national governance.It undertakes an important mission in urban politics,economy,culture and social life.The essence of community governance is the process of residents’ self-organization,self-action,self-service and self-restraint.Its core reflects residents’ decision-making and action rights in governing public affairs,highlights residents’ subject status and realizes people’s all-round development.With the steady development of the national economy,problems such as the surge of urban population and the complexity and diversity of grass-roots governance problems emerge one after another.The community governance model relying on the government is stretched.It can neither fundamentally solve community contradictions and conflicts nor meet the increasingly diversified needs of community residents.Therefore,this model is gradually replaced by community diversified collaborative governance.Urban community governance is no longer the government’s responsibility for all community affairs,but the extensive collaborative participation of community party organizations,community autonomous organizations,social organizations,market organizations and community residents.Urban community collaborative governance aims to give full play to the positive role of the government in community collaborative governance,cultivate diversified community collaborative governance subjects,and make use of the resource integration advantages of the Internet to promote the continuous legalization,scientization and organization of urban community governance.However,in the process of community collaborative governance,due to the traditional urban community mainly based on the "Street residence system",the heavy administrative burden,the low integration of Party construction guidance and community governance,the weak synergy between subjects and the imperfect construction of smart community,it is difficult to achieve the expected effect of community collaborative governance.Therefore,it is necessary to strengthen multiple subjects,especially social organizations Community residents participate in the efficiency of urban community collaborative governance,give play to the role of community self-organization,self-management,self-education and self-service,and constantly improve the grass-roots governance ability,so as to realize the modernization of national governance.On the basis of systematically combing the modernization of national governance,the theory of grass-roots governance and collaborative governance,this paper consults the literature on community governance and collaborative governance,clarifies the responsibilities and rights of governance subjects with grass-roots party organizations,community autonomous organizations,market organizations and community residents as the main line,and focuses on the construction of the ideal governance model of urban communities,After investigating the current situation of multi-agent collaborative governance in urban communities and according to the existing governance difficulties,this paper attempts to establish a reasonable realization path of multi-agent collaborative governance from the aspects of community party organizations,community autonomous organizations,market subjects,social organizations and community residents,in order to open up a new research path for urban community governance in the theoretical field,Provide methodological guidance for national grass-roots governance innovation in practice.
