| The Fourth Plenary Session of the 19th Central Committee proposed to realize the modernization of the national governance system and governance capacity.As a cell of the social governance system,the community can only realize the modernization of social governance by fully realizing the modernization of community governance.The traditional extensive split management concept makes the division of government responsibilities vague,citizens’ participation absent,and the implementation of policies not in place,resulting in various contradictions such as low efficiency of community management,low satisfaction of citizens,and confusion of management status.Therefore,under the theoretical support of the modernization of the national governance system and governance capacity,it is of great practical significance to transform the traditional extensive and fragmented community management into collaborative governance.Especially in the era of big data Internet,the use of big data technology to participate in the practice of community collaborative governance will open up a new path for the exploration of urban community governance.Supported by big data technology and based on the theory of collaborative governance,this paper mainly collects information on the current situation of S Community Governance in Nanjing through the combination of questionnaire survey and field visit,collects questionnaire analysis data,and obtains the difficulties and reasons in the urban community governance under the comprehensive evaluation of the current environment.The coming of big data era provides the theoretical support of technology,concept,system and subject for urban community collaborative governance.With the support of theoretical analysis,the paper analyzes the realization degree and current situation of s community,and sums up some problems in urban community collaborative governance,which are mainly manifested in the following aspects:the concept of collaborative governance has not been fully deepened,and is determined to build a governance service-oriented government In view of the above problems,this paper uses big data technology to explore a new path of urban community collaborative governance:governance concept:establish people-oriented,collaborative governance concept,improve the cultivation of multi governance carrier;governance system:build Establish and improve the access system of multi-agent collaborative participation,further establish and optimize the supervision and assessment system of community governance process;governance subject:classify multi-agent collaborative governance,give full play to the advantages of "advantage groups " and improve the governance ability of "vulnerable groups ";governance Technology:collect all-round data,carry out governance census,formulate data standards,and conduct real-time dynamic monitoring,build a governance platform,optimize services,realize data sharing,and promote collaborative governance.On the basis of path exploration,this paper also puts forward three ideas that are expected to be used in the practice of community governance.One is to lead the modernization of community governance with the party building as the source,to connect party members,community neighborhood committees,community party members and comrades,Party branch of community enterprises,etc.,to establish community joint party branch;the other is to deepen the application of high-tech such as big data,such as AI technology In the process of community governance,we may develop the face recognition system with the help of big data technology.It is not only in our own residents’ door-to-door system,but also in our daily rules and regulations,and we can also develop face recognition and self help management system in WeChat public official account.The three is to play the role of villagers and multiple linkage mechanisms.There are rural sages in the countryside,and there are also community intelligent groups and people in the urban community,also known as social mass organizations or social interest organizations.Guided by relevant mechanisms,community assistants and small community assistants can be appointed by contract,so as to connect multiple forces to manage the core goal of creating a better community home. |
