Faced with the lack of talent loss in rural areas,all over the country have tried the possibility of full-time village cadres,Gansu Province is also actively exploring the attempt.The policy of full-time village cadres not only serves the construction of new socialist countryside,but also trains the reserve talents of party and government cadres.It can be considered that the policy of full-time village cadres involves the interests of all parties,but also has certain complexity in the process of implementation.In 2019,Gansu Province first began to try to make village party organization secretaries full-time,and open recruitment in the whole society.Certain experience has been accumulated since the beginning of promotion.As a new policy of Gansu Province,the full-time policy of village cadres has certain particularity and uniqueness.There are few experiences to learn from,and the exploration of policy has been continuous in the process of policy implementation.This study system combed the domestic and foreign related studies of full-time cadres policy,using literature method,interview method,questionnaire method,the research method of case method based on Smith policy implementation theory,taking huachi county as an example,using Smith process model in the perspective of policy implementation of full-time village cadres policy implementation to conduct a comprehensive analysis of the observation.Relevant data were obtained by issuing questionnaires,interviews,visits and other forms,and the interview content was integrated into problem analysis and approach exploration,so as to show the work problems of full-time village cadres as far as possible.Because the Smith process model divides the reasons affecting policy implementation into four variables,which are simple,clear and easy to operate,this paper summarizes the raising of problems,the analysis of causes,and the analysis of ways to improve policy implementation according to the four aspects of the policy itself,the implementation subject,the target group and the environment.In this paper,the original intention of the full-time village cadre work,work task,work attitude and so on have done the relevant analysis,for the village cadre full-time policy in the implementation of the problem to find the cause of the direction.This paper provides three results for improving the implementation of the policy of making village cadres full-time.First,the policy of making village cadres full-time should be revised scientifically,including improving the scientificity of policy making,maintaining the stability and consistency of policy implementation,and strengthening the implementation of policy.Second,establish effective policy implementation mechanism through multiple channels,including strengthening the environment of policy implementation,strengthening the stability of policy and executor,and improving the assessment and evaluation system of full-time village cadres.The third is to optimize the working environment to create a good atmosphere for policy implementation,including appropriately increasing the investment of funds,improving the office conditions of full-time village cadres,innovating the form of policy publicity,establishing the correct direction of public opinion,and promoting the public communication platform to enhance public policy participation.
