An Analysis Of The Behavioral Of Local Governments’ Innovation From The Perspective Of Attention Allocation ——A Case Study Based On Chengdu

Reform plays a crucial role to improve the political and economic systems in China.As a vital way to reform,innovation is essential.Therefore,it’s necessary to analyze the innovative behavior of local governments for China’s reform.Existing studies explain the dynamics,types,influencing factors of innovation,but ignore to analyze them systematically.In this paper,by selecting local governments innovation projects in Chengdu from 2017-2019 as the main research material,a total of 66 textual materials from 22 districts and counties are statistically analyzed.By adopting the Rational Choice Institutionalism and Attention-Based View theory,we construct a framework to interpret local governments behavior from institutional environment to local government,attention allocation and utility goals.As the core actors,local governments behaviors are affected by institution environment which refers to the pressure system in the process of innovation.The pressure system includes: Firstly,the central government bind the local governments behaviors through power and stuff performance in a political way,strengthening the relationship between them.Secondly,horizontal inter-governmental competition which includes both competition between governments of the same level in different regions and competition between governments of the same level within a region,is the representation of pressure system.In addition,local governments make an effort to transform the existing institutional environment in the process of innovation,creating countervailing forces on the existing system.The attention allocation of local governments means that in the process of innovation the governments rank the advantages and disadvantages of various approaches and choose the optimal strategy to achieve its utility.According to the tendency of local governments’ attention allocation,it can find that local governments have the behavioral orientation of “performance acquisition” and“risk avoidance” at the same time.Moreover,the local governments attention can be shifted by the external environment and important events.In order to attaining its utility goals,local governments take actions to maximizing performance and minimizing risk in innovation.Based on the previous analysis,this paper puts forward the following suggestions: Firstly,local governments innovation should strengthen the endogenous motivation,which is the determined factor to carry out innovative activities.Secondly,improve the assessment index system to guide government innovation towards diversification.we could improve the fault tolerance and error correction mechanism for local governments innovation.Thirdly,we could improve the fault tolerance and error correction mechanism for local governments innovation.
