Nowadays,our society is full of information,which brings convenience to government administration,but also brings the problem of overload information to the government affairs.Because of the limited attention of decision body,what decision-makers do depends on what issues and answers they focus their attentions on.This leads to a long period of policy process,so that many social problems can not be solved in time,which can easily accumulate and intensify social contradictions and affect social stability and development.With the acceleration of China’s urbanization process,the decisions of land expropriation and demolition are becoming more and more,among which the contradiction between "information overload and attention choice" is especially prominent.The fact shows that the main body of land expropriation and demolition,the slow process of policy change and the sharp features of the contradictions have sufficient research value and policy significance.Therefore,this paper chooses the decision-making process of land expropriation as the research object,using the literature research,case analysis,and structure-process analysis,to explore how the government distribute and regulate its attention and its effects on the policy choice of theory and practice problem.The study finds that the government’s attention allocation can be influenced by structural factors such as politics,economy and culture.When the external environment changes,the stimulation of the event and the mass media’s report will change the direction of attention allocation,and then draw the attention of the government to demolition problem and respond to it.As the conflict deepens,the government will adjust annual center planning and political ideas,and increase the economic input of demolition,so that the intensity of attention allocation will be strengthened,and government also be able to keep the attention and focus on the land expropriation and demolition.In order to promote attention fixed,the internal decision-making environment will be constartly open,and the participation of policy entrepreneurs,experts and scholars and the social public will make the acquisition of political resources more convenient,widening the scope of attention allocation.At the same time,with the maturity of the institutional environment,the government’s attention will finally fix on the modification of the demolition regulations.Through the analysis of a decade-long policy evolution,it is believed that there exist obvious problems in our government’s attention process:lacking of the ability to control policy information,and attention allocation process is easy to interrupt and repeat.Therefore,this study proposes a series of policy recommendations,such as the use of big data to manage and analyze information and establish a long-term learning mechanism,so as to improve and optimize the decision-making level and governance capacity of the government.
