Research On The Path Of Digital Government Construction In Heilongjiang Province From The Perspective Of Technology Enabling

The hallmark of every progress in human society is technological innovation.The development of a new generation of information technology,mainly 5G,Cloud Computing,and Artificial Intelligence,has a profound impact on national development,socio-economic,and all aspects of life.Based on this transformation,the construction of digital government has become an important link in the modernization of national governance systems and governance capabilities,and technological changes have also provided unlimited possibilities for the construction of digital government.Since China proposed the strategy of building a digital government in 2016,it has been listed as one of the important components of "Digital China",and has also become an important driving force for promoting high-quality economic development and improving the quality of public services.In order to continuously promote the construction and development of China’s digital government,the State Council issued the"Guiding Opinions on Strengthening the Construction of Digital Government" in 2022,indicating the development plan and specific direction of the digital government.With the continuous implementation of innovative practices such as "running at most once" and"handling complaints immediately",China’s digital government construction has achieved significant results.In 2019,the Heilongjiang Provincial Government issued the "’Digital Longjiang’ Development Plan(2019-2025)",which clearly stated that building a digital government is an important link in the development of ’Digital Longjiang’.In 2022,the People’s Government of Heilongjiang Province issued the "Implementation Opinions on Strengthening the Construction of Digital Government",which pointed out the need to comprehensively improve the modernization level of the government’s governance system and governance capacity.Studying the path of digital government construction in Heilongjiang Province from the perspective of technology enabling is conducive to implementing the relevant requirements of the CPC Central Committee and the State Council for digital government construction,achieving further upgrading of digital government construction in Heilongjiang Province,and assisting in the accelerated development of "Digital Longjiang".Based on the above background,from the perspective of technology enabling,the key dimensions of technology enabling digital government construction have been established.Taking the construction of digital government in Heilongjiang Province as the research object,based on Digital Governance Theory,combined with Collaborative Governance Theory,Public Management Value Theory and Integrated Governance Theory,the methods of literature research,theoretical analysis,literature survey and comparative analysis have been used,This paper describes and analyzes the specific situation of the construction of digital government in Heilongjiang Province,and points out that there are some problems in the construction of digital government in Heilongjiang Province,such as the lack of effective participation of multiple subjects in the construction,the backward level of digital technology facilities,the low level of standardization of digital government technology application,and the need to improve the service capacity of digital government.The root causes of these problems lie in the lack of technical cooperation and development capacity of digital government construction in Heilongjiang Province,the imperfection of technical infrastructure construction,the lack of technical supervision and data application capacity,and the lack of technical platform service innovation.By drawing on the advanced experience of the construction of digital government at home and abroad,this paper proposes ways to improve the main structure of participation in the construction of digital government in Heilongjiang Province,strengthen the investment in technical facilities of the construction of digital government in Heilongjiang Province,strengthen the technical application standards and security of digital government in Heilongjiang Province,and improve the efficiency of government services of digital government in Heilongjiang Province,so as to provide effective and reasonable suggestions for the construction of digital government in Heilongjiang Province.
