Research On The Supervision Of Digital Technology Enabling Power

Digital governance has become an important issue in government governance,which is profoundly affecting human society and reshaping national governance.Digital technology is also quietly applied to the practice of power supervision.Under the guidance of the digital governance theory,this paper firstly understands the origin,development history and innovation mode of the supervision of digital technology enabling powers of our country,found out that there are advantages of the supervision of digital technology enabling powers,and more deeply feel the importance of the supervision of digital technology enabling powers.Then,taking the application of digital supervision by the discipline inspection and supervision authority in B District of G Province as a case,through interviewing 15 personnel involved in the development,use and management of the system and issuing 500 questionnaires in B District,the background of digital technology enabling power supervision in B district,data platform organization,team construction and other basic information are learned through investigation.We reviewed in detail the development of systems such as the 12-point system for independent development,the system for oversight of Party members and officials,and the system for oversight of people’s livelihood,discipline enforcement and accountability at higher levels.I also learned that the construction and use of digital platform has realized the effect of power operation from relatively closed to open and transparent,and power monitoring from static management to dynamic management.At the same time,more than 20 specific problems,such as insufficient information sharing such as data islands and data chimneys,insufficient information application and mining due to insufficient combination of business and technology,and insufficient participation of the public in data thinking,have been collected and learned.Specific reasons have been analyzed for the above problems.In order to put forward countermeasures and suggestions,the author makes an empirical analysis on the supervision of digital technology enabling power.By using reliability and validity analysis,exploratory factor analysis,correlation analysis and regression analysis,it is verified that rational cognition,organizational design,technology application and institutional guarantee will positively affect the supervision of digital technology enabling power.Finally,based on the case and empirical analysis,the paper puts forward four countermeasures and suggestions from the cognitive level to improve the rational understanding of digital technology enabling power supervision,from the technical level to promote the deep integration of technology and business,from the organizational level to improve the organizational system of information technology embedding power supervision,and from the institutional level to improve the institutional rules of information technology enabling power supervision.
