Research On Government Governance Of Food Waste In Heilongjiang Province And Countermeasures

Grain is an important material basis for the development of the national economy,and Heilongjiang Province is an important grain production base in China and one of the main national grain production areas,which is of great significance for the protection of the national food security strategy.With the development of economy and the increase of food consumption,the problem of food waste in China is becoming increasingly serious,which will become a stumbling block to China’s food security.By studying the government’s governance of food waste in Heilongjiang Province,we can theoretically enrich the theoretical content of the government’s governance of food waste,and thus provide some new ideas for the governance of food waste.Starting from the concept and characteristics of food waste,the content and planned behavior theory of the government’s governance of food waste,the synergy theory,and the public governance theory,the paper analyzes the current situation of the government’s governance of food waste in Heilongjiang Province by using the research methods of literature research,comparative research,and qualitative analysis,and finds that the provincial government has insufficient role of the government’s main body in the government’s governance of food waste,and there are reform conflicts in the governance mechanism The lack of multiple guarantees of government governance,inadequate supervision of government governance and other problems,as well as the lack of government guidance capacity,imperfect government governance mechanism,insufficient attention paid by the government to the security work,and the unreasonable allocation of government regulatory power,based on the experience of food waste management in London,Washington,Paris,Tokyo,Hubei,Beijing,Shaanxi,Guangzhou and other cities in China,The countermeasures to improve the government’s governance of food waste in Heilongjiang Province are given,including:strengthening the guiding role of the government body,including optimizing the governmententerprise cooperative governance,promoting the coordinated governance of the government and society,and enhancing the willingness of citizens to participate;Improve the diversified governance mechanism of food waste,including optimizing the governance mechanism of internal coordination,building the information sharing mechanism and optimizing the governance implementation mechanism;Improve the relevant guarantee mechanism of governance work,including building a systematic guarantee system for governance evaluation and improving the relevant guarantee system of governance publicity work;The rational allocation of government regulatory power includes the construction of cross-regional regulatory governance,the improvement of the flexibility of market regulation in governance,and the strengthening of social regulation in governance.
