"Time Banking":A Study On The Mode Of Urban Community Mutual Service For The Aged

Under the background of increasing aging population,it has become an inevitable trend to explore diversified mode of elderly care service in China.In 2016,the ministry of civil affairs and the ministry of civil affairs jointly issued a circular,clearly pointing out that the central financial support to carry out the pilot reform of home and community elderly care services,encouraging the active exploration and innovation of new models and new paths of elderly care services by pooling various resources.In 2018,the ministry of civil affairs proposed to include the “Time Banking” into the pilot reform of the national home-based community pension service,and actively explore the model of diversified pension service.Based on this,this paper focuses on the introduction of “Time Banking” into urban community mutual pension service,and provides theoretical support and policy suggestions for the continuous improvement of China’s pension service system by exploring an effective path for the introduction of “Time Banking” into urban community mutual pension service.Firstly,this paper sorts out and summarizes relevant literatures and theories of mutual pension service and “Time Banking” at home and abroad.Secondly,the pilot status of Changsha urban community “Time Banking” is analyzed,and the effect of its introduction into urban community mutual care service is analyzed and discussed.Thirdly,by referring to the experience of typical cases of “Time Banking” abroad,this paper explores the operation optimization mechanism of “Time Banking” to introduce mutual assistance services for the aged in urban communities.Finally,on the basis of analyzing the practical difficulties of “Time Banking” in China and drawing lessons from the experience abroad,this paper puts forward the optimization path and method of “Time Banking” in the service of mutual assistance for the aged in urban communities.Through analysis,this paper puts forward the optimization path of the application of “Time Banking” in urban community mutual pension service from four aspects: the construction of the top-level system by the government,the provision of resources by the society,the clarification of community management authority,and the improvement of service specialization,and designs the specific path.Through the optimization path of the above four levels,we hope to realize the smooth introduction of “Time Banking” into urban community mutual pension service,and ensure the effective operation and sustainable development of this model.
