Research On The Operation Mechanism Of Pluralistic Co-governance In Rural Communities From The Perspective Of Embedment

To comprehensively promote rural revitalization and promote the integrated development of urban and rural areas,we need to build a new mechanism for rural community governance featuring extensive participation,connectivity and interaction among different governance entities.As the nerve end of the national governance system,the grass-roots governance level of rural communities directly affects the modernization process of the national governance system and governance capacity.In April 2021,the CPC Central Committee and The State Council issued Opinions on Strengthening the Modernization of the System and Capacity of Governance at the Grassroots Level,which proposed that in about five years,a grass-roots governance system featuring unified leadership of Party organizations,government compliance with law,active coordination of various organizations,extensive participation of the masses and a combination of autonomy,rule of law and rule of virtue should be established.It can be seen that to improve the grassroots governance system of rural communities is fundamentally to effectively coordinate various governance elements,effectively leverage the endogenous motivation of various governance subjects to participate in grassroots governance,and focus on building an efficient,orderly,fair and public multi-governance operation mechanism for rural communities.With the continuous development of economic society and the continuous advancement of rural modernization,significant changes have taken place in the lifestyle and production mode of rural communities,and many new dilemmas and contradictions have also appeared.In view of these new situations,the grass-roots governance of rural communities needs to form a governance mechanism suitable for the current period,in order to realize the modernization of the governance system and governance capacity of rural communities.Based on the theoretical framework of collaborative governance theory and embeddedness theory,this paper takes the pluralistic co-governance operating mechanism of rural communities as the research object,adopts case analysis,in-depth interview method and system analysis method to analyze the governance limits of the pluralistic co-governance operating mechanism of rural communities from the perspective of embeddedness,and proposes the optimization path.First of all,this paper expounds the research background and significance of pluralistic co-governance in rural communities,summarizes the research status at home and abroad,starts with the concepts of rural communities,pluralistic co-governance and operation mechanism,summarizes the characteristics of grassroots governance in rural communities,and combines the concepts of collaborative governance theory and embeddedness theory to analyze the adaptability of the selection theory and this study.Then,the case study of Jimo District of Qingdao is carried out to clarify the functional positioning,constituent elements and driving elements of the main body of governance,and the problems existing in the operation mechanism of pluralistic co-governance of rural communities and their causes are analyzed from the perspective of embedding.Based on the investigation and analysis of practical cases,from the four aspects of cognition re-embedding,resource re-embedding,structure re-embedding and system re-embedding,this paper puts forward the optimization path of rural community pluralistic co-governance operation mechanism,and establishes the rural community pluralistic co-governance operation mechanism which can be applied in the whole society.
