Research On The People’s Mediation System In The Construction Of A Ruled Country

In recent years,with the gradual promotion of rural revitalization strategy,the construction of rule of law rural areas has gradually been put on the agenda.The Party and the government attach great importance to the progress of the construction of rule of law rural areas,and propose that the construction of rule of law rural areas should always adhere to the combination of rule of law,autonomy,and moral governance,in order to achieve the modernization of rural governance system and governance capacity.In practice,the people’s mediation system has the attributes of rule of law,autonomy,and moral governance,indicating its close connection with the modern rural governance system.Rural society is an important field in which people’s mediation plays a role.Improving the people’s mediation system,improving the quality and efficiency of mediation work,is of great significance for the comprehensive implementation of the rule of law rural construction work,promoting the modernization of rural governance system and governance capacity.While elucidating the basic theory of people’s mediation,this article conducted an on-site investigation in L Town,Shandong Province.It was found that L Town in Shandong Province has implemented various tasks of people’s mediation in the central part of the overall mediation pattern,gradually updating people’s mediation concepts,expanding people’s mediation functions,transforming mediation work ideas,and embedding people’s mediation into the work layout of rule of law rural construction,smoothly promoting the overall process of rule of law rural construction.However,after investigation,it was also found that the people’s mediation system in the research area faces difficulties in mediation procedures,publicity work,and material support.This further summarizes the common problems of weak legislative protection,low social identity,and excessive constraints on organizational construction in the people’s mediation system.The main reasons for these problems are that the current economic development situation in China restricts the development of mediation systems,rural social changes change the authoritative foundation of mediation,and the lack of guidance department functions affects organizational construction.On the basis of absorbing the practical experience of domestic and foreign mediation systems,this article believes that it is necessary to strengthen the legislative work of people’s mediation,improve social identity through multiple channels,enhance the quality of organizational construction,ensure the normal operation of the people’s mediation system in rural society,and hope that it can play its maximum effectiveness in the construction of rule of law rural areas.
