A Study Of The Problems Involved In Rural Revitalization And Countermeasures-A Case Study Of Town Y,County Qidong,Hunan Province

In the new era of rapid urbanization,rural decline is a common phenomenon faced by all countries in the world.However,unlike other countries,my country has a relatively high proportion of rural population and faces more arduous challenges.Therefore,it is necessary to attach great importance to rural development.In order to solve the contradiction of unbalanced and insufficient development,and to comply with the laws of industrialization and urbanization,the party and the state take the implementation of the rural revitalization strategy as a major measure to solve the "three rural issues" and realize the great rejuvenation of the Chinese nation.The modernization of the national governance system and governance capacity greatly affects the realization of rural revitalization.Among them,the grass-roots governance system directly affects the specific implementation effect of the rural revitalization strategy.In my country’s grass-roots governance system,the grass-roots government is an important subject to implement the rural revitalization strategy.So in the real rural revitalization situation,how does the grass-roots government act? What specific measures have been taken? What are the problems with these current initiatives? How to further optimize in the future? Few empirical studies have focused on these issues.In order to answer the above questions,this paper takes two villages A and B in Y Town,Qidong County,Hunan Province as cases.First,from the five dimensions of cultural revitalization,industrial revitalization,ecological revitalization,talent revitalization and organizational revitalization,it sorts out and summarizes the development of Y town in Promote initiatives and experiences in rural revitalization.Secondly,combined with the existing theory and experience,it analyzes the problems and reasons that Y town faces in promoting rural revitalization.Through empirical analysis of the rural revitalization practices of two villages A and B in Y town,it is found that the current rural revitalization work in Y town has the following problems:farmers’ participation is not high,resource input is not sufficient,characteristic industry cultivation is not perfect,and effective integrity is not formed.governance mechanisms,etc.Further analysis found that the main reasons for these problems are:misunderstanding of ideological understanding of rural grassroots governance,the transformation of government functions has not been completed,the relationship between government management and villagers’ self-governance is not straightened out,and the process of grassroots governance is lack of effective control of anomie behavior.supervision,etc.In order to promote the early realization of the rural revitalization strategy,it is necessary to draw lessons from and compare the experience of advanced regions.Since Wolong Village,Yonglian Village,Zhusuo Village and Yu Village have accumulated rich experience in rural revitalization,this paper focuses on comparative analysis of their measures in rural revitalization.On this basis,policy suggestions for improving rural revitalization are put forward: first,clarify the role and position of grassroots governments in the rural revitalization strategy;second,give full play to the role of the market mechanism;third,coordinate party organizations and villagers’ self-government organizations The fourth is to develop rural industries with local advantages according to local conditions.
