| Food safety is not only related to the safety of everyone’s tongue,but also a major project of people’s livelihood and people’s hearts that the party and the state have been paying attention to.However,China’s grassroots food safety supervision is still a government-centered "single"management model,and the national food safety situation is stable on the whole,but there are also many problems and potential dangers,especially the lack of regulatory resources at the grassroots level,the lack of awareness of responsibility of market entities,the low participation of the masses,and the role of social organizations are not obvious.The substantive connotation of polycentric governance theory refers to the participation of multiple subjects in the management of public affairs,which can effectively make up for the shortcomings of the government in the regulatory process.Taking Z County in Ningxia as an example,this study uses the literature analysis method to deeply understand the research results of domestic and foreign scholars in multi-center food safety governance according to the research idea of "current situation-problem-cause-countermeasures".Through field observation,questionnaire survey,interview,etc.,the current situation of food safety governance in Z County was clarified.After analyzing the problems and causes of grassroots food safety governance,the opinions and suggestions on building a grassroots food safety multi-center governance model are put forward,making full use of the governance advantages of each entity,constructing a multi-center food safety governance model,and promoting new ideas for grassroots multi-center food safety governance,so as to achieve the purpose of eliminating the blind spot of food safety supervision,improving the quality of food safety supervision,and maximizing the efficiency of public management of food safety.In order to effectively realize the orderly and safe operation of China’s food safety field,make useful thinking and discussions,and create a safe and secure food safety environment for the general public. |
