With the development of economic and social society and the improvement of livingstandards, people pay greater attention to the equity of health and quality of daily life.However, the frequency of food hygiene security incidents and unqualified food makefood safety become a major public health threat, with food safety increasingly becomingthe focus of attention. Food security governance is required to solve the real problems offood security, and as a breakthrough of social governance innovation, it is also the needof balanced distribution of social benefits, therefore, effective governance of foodsecurity is an urgent task, and theoretically scientific guidance and useful practicalexploration is badly needed.It is well known that as an important outcome of recently developed publicadministration discipline, coming from the practical needs of the current transformationof economic and social change, the governance theory actively promotes multi-centercooperative governance, the concept of government "meta governance" roles andnetwork management systems. Combination of food safety and governance theory is notfar-fetched, but its intrinsic association. The salient feature presented by the developmentbackground of food safety areas is applicant for the realistic conditions of the theory ofgovernance, and the model of multiple subjects of food safety governance is ready tocome out. In the current development context of economic and social society, China’sfood safety governance has its characteristics, shown as decentralized, hysteretic andintermittent. Though many positive responses have been introduced to guarantee nationalfood safety, the status of food safety governance is still not optimistic and governancemethod and effectiveness have obvious problems, shown by the difficult role ofgovernment regulation, the unbalance of market adjustment mechanisms, a lack ofmotivation in social forces participation, a lack of effectiveness of the emergencymanagement of food safety, loopholes in laws and regulations and other aspects of foodsafety. Thus it can be seen that, China’s food safety problems in governance stem fromseveral aspects, including the absence of government regulation, the failure of market mechanisms, and the failure of self-organization of food industry associations, consumers,media and others. On the other hand, with its economic level, policies, systems, andadvantages of scientific and technological, developed countries and regions haveestablished a relatively complete and efficient governance model for food safety, whichmakes a lot of practical and useful innovations on the development of food safetyregulatory system, improvement of the legal system, early warning of risks and so on,and we should absorb and learn from them. Therefore, it will have a doublereference—both in theoryl and practical, domestic and foreign—to build a model ofmulti-subject food safety governance. Under the guidance of multi-subject food safetygovernance, actively mobilizing the three forces of government, market and social toparticipate in food security governance, giving full play to the three functions ofgovernment "meta governance", industry self-regulation and public oversight, andforming four paths of promoting the transformation of government functions andinstitutional reform, strengthening industry ethics and corporate social responsibility,promoting social spirit of participation and discourse expression, regulating multi-subjectgovernance running, providing a useful exploration and reference, truly achieve anorderly safe operation of food safety in China.
