Yongdeng County,Gansu Province From The Perspective Of Multi-entity Synergy Research On Food Safety Governance Dilemma And Optimization Countermeasures

Food safety is a matter of public health and safety of life.The "Proposal of the Central Committee of the Communist Party of China on the 14th Five-Year Plan for National Economic and Social Development and the Visionary Goals for 2035" clearly states that the food safety strategy should be implemented in depth,the quality and safety supervision of the food safety chain should be strengthened,and the joint efforts to rectify food safety problems in key areas should be increased.After many years of development,the "monolithic" model of government supervision is no longer able to meet the realistic requirements of food safety governance,and a pluralistic pattern of social actors has largely taken shape.In the context of the socialisation of food safety risks,the degree of interconnectedness between multiple actors has increased significantly,and the common interests,awareness of power and capacity of the actors are all increasing,offering the possibility of collaborative governance.Therefore,food safety supervision needs to establish the concept of collaborative governance and build a model of government-led,multi-body and society-wide collaborative governance.This paper takes Yongdeng County as an example,focuses on a case study based on the perspective of multi-subject synergy,and after coding the interview data,it finds that there is a dilemma of poorly functioning multi-subject synergy mechanism in food safety regulation in Yongdeng County.On this basis,we systematically analyze the basis of action strategies to enhance the effectiveness of food safety synergy governance,and propose optimization measures for multi-subject co-governance in food safety regulation in Yongdeng County to provide grassroots government This will provide the necessary support for decision-making.The aim of this paper is to investigate and find ways to optimise the collaborative governance of multiple actors in food safety in Yongdeng County.On the basis of the concept of multiple subjects,it proposes a rationalisation of food regulation from the perspective of the synergy of multiple subjects,and theoretically discusses effective ways to improve the food safety regulation system of local governments,in the hope of making some contributions to the improvement of the effectiveness of food safety governance in Yongdeng County.
