Industrial integration is an important path to promote the transformation and upgrading of rural industries,economic restructuring,and rural revitalization.In the process of industrial integration,social governance and the participation of multiple actors are indispensable.The wine industry is highly complementary to agriculture and tourism,and it highly integrates the primary,secondary,and tertiary industries,becoming a model of industrial integration that strongly releases agricultural resources and promotes agricultural efficiency.In recent years,Hongsibu District,as the largest centralized resettlement area for ecological immigrants in China,has given full play to its natural and geographical advantages and vigorously developed the wine industry under the mode of government leadership,enterprise leadership,and farmers’ participation.The wine industry has grown from scratch and gradually become a green pillar industry for the integrated development of multiple industries in Hongsibu District.Currently,the integration of the wine industry in Hongsibu District,which is based on the primary industry of grape planting,centered on the secondary industry of brewing and processing,and centered on the tertiary industries such as leisure tourism,sports,and culture,has achieved initial results and achieved phased progress.However,the multiple participants in the industry integration have not achieved effective coordination,and the limited development of the industry integration needs to be addressed urgently.This article uses methods such as combining theoretical research with practical investigation,data collection,and field interviews to investigate and study the situation of wine grape cultivation,wine brewing,wine sales,and leisure tourism in Hongsibu District.Based on the perspective of collaborative governance,it analyzes the factors that restrict the integration and development of the wine industry in Hongsibu District,and believes that the main factors include:limited external environment for the development of industry integration,insufficient endogenous motivation of participants The catalytic effect of all parties in collaboration is not strong,etc.Aiming at the existing problems,this paper applies the three elements of the comprehensive model of collaborative governance,namely,"external environment,collaborative motivation,and collaborative engine",to propose suggestions for optimizing integrated development:Firstly,strengthen the government’s leading consciousness and optimize environmental supply;Secondly,enhance the awareness of enterprise participation and return to positive interaction;Thirdly,enhance the awareness of farmers as the main body and unleash the effectiveness of linkage.By improving the collaborative ability of multiple entities,the collaborative behavior can be effectively exerted,and the deep integration and development of the wine industry in Hongsibu District can be further promoted.This article attempts to enhance the collaborative ability of multiple entities,effectively unleash collaborative governance behavior,and further promote the deep integration and development of the wine industry in Hongsibu District.
