In recent years,due to the increasingly close economic exchanges between urban and rural areas,more and more construction workers have entered the towns,and the problem of unpaid wages of migrant workers in the construction industry has become increasingly serious.The construction industry is a labor-intensive industry,which has a great demand for labor and is also one of the industries that can absorb migrant workers the most,which has also led to the problem of wage arrears in the construction areas.Although the Party Central Committee and the State Council have paid great attention to solving the problem of arrears of migrant workers’ wages,and have issued a series of laws and policy measures at the government level,the current situation is not ideal.How to safeguard Legal rights of peasant workers in China’s construction industry is an important issue that urgently needs to be studied and solved at the public management level.This paper discusses the problem of arrears of migrant workers in the construction industry in City X,takes the perspective of collaborative governance as a breakthrough,and investigates the situation of migrant workers’ arrears in the construction industry in the past five years by using the questionnaire survey method and interviews with government departments and construction enterprises in City X,and analyzes the current methods and effects of the current methods of controlling migrant workers’ arrears in City X.Start with the government,enterprises,social organizations,and migrant workers,the remaining problems and their deep-seated reasons of the governance of migrant workers’ arrears in the construction industry in X City were analyzed,and new measures were explored to optimize the coordinated governance of migrant workers’ arrears in the construction industry.For example,it is necessary to strengthen the linkage and coordination of government functional departments,guide enterprises to actively participate in collaborative governance,give full play to the synergy of social organizations,improve the ability of migrant workers to defend their rights and bargain for wages,and innovate supervision to promote the implementation of wage payment guarantee policies,etc.,strengthen the effectiveness of collaborative governance,truly protect peasant workers’ legal rights,and ultimately promote the harmonious and high-quality development of society. |
