Study On Government Behavior In The Development Of Wine Industry Cluster In Penglai District

With the rapid development of economy and the significant improvement of national living standards,people gradually accept wine and other consumer goods.As a tourist resort,Penglai has good natural and social conditions,and its wine industry has gradually developed into a new industrial cluster.Through the cultivation of wine industry,the development of wine industry in Penglai has been strengthened.The guidance service of attracting and constructing leading enterprises has played a great role in the development of wine industry cluster,which not only enhances the regional industrial competitiveness,but also improves the government brand image of the local real estate area.However,with the development of the information network society,the competition among the same industry in China is intensifying,and the development focus of Penglai City has changed greatly.The competition pressure of key enterprises and key links in the local industrial cluster is huge.How to adjust and improve the government’s behavior and exploit the advantages of the rapid development of Penglai wine industrial cluster is a huge challenge for Penglai government.Therefore,this paper mainly studies the overall environment construction,infrastructure construction,talent resources introduction and industrial policy support in the development of wine industry cluster in Penglai.The main research contents and conclusions are as follows:(1)Based on the theories of Porter’s "diamond" model and new public service,this paper takes the government behavior in the development process of wine industrial cluster in Penglai District of Yantai City as the research object.Adopting the methods of in-depth field investigation and comparative study,from the aspects of industrial cluster development planning,development basis,supporting policies,human resources,brand building and promotion of the production area.This paper analyzes the behavior of the government in the process of the development of wine industry cluster in Penglai,and summarizes the causes of the existing problems.(2)By consulting relevant materials,visiting relevant experts and scholars,studies from the behavior and experience of the governments of Jilin Province,Hebei Province,Xinjiang Uygur Autonomous Region,France,the United States and other important wine industry gathering areas at home and abroad.Combining with the actual situation of Penglai,this paper further studies and explores the planning guidance,policy system,talent introduction,talent training and other aspects of Penglai Brand cultivation and other aspects need to take relevant government actions and countermeasures.(3)This paper puts forward some policy suggestions to improve the behavior of the district government from the aspects of defining the role of the government and the division of power and responsibility,perfecting the supporting infrastructure,introducing and cultivating industrial talents,and building the brand of the production area.
