Research On Long-term Care Services For Disabled Elderly People In Rural Areas From The Perspective Of Collaborative Governanc

With the further deepening of China’s aging population,the scale of the group of disabled elderly in rural areas is also expanding.For this group of people,long-term care services are the most basic and urgent needs.At present,governments at all levels in China play the role of "director" in long-term care services for the disabled elderly,and the family,as the foundation of long-term care,is the "protagonist" in the service,and other forces such as third-party social institutions as direct providers of services are also important roles in the long-term care of the disabled elderly.Therefore,how to coordinate the relationship between different subjects to ensure that they can work together and show the best efficiency is a problem that must be solved in the current long-term care of the disabled elderly.Taking W County as an example,this paper conducts research on the long-term care of the disabled elderly in rural areas from the perspective of collaborative governance by reviewing relevant materials and visiting and investigating,and writes according to the framework of discovering problems,analyzing problems and giving suggestions.Firstly,the relevant discussions of domestic and foreign scholars on the long-term care of the disabled elderly in rural areas are expounded,and the important concepts involved in this paper are defined,which provides theoretical support for the paper.Secondly,the economic and social development of W County is discussed,and the current situation of long-term care of the disabled elderly in rural areas is analyzed in multiple dimensions,and then the problems of high family care pressure,fragmented care resources,low level of nursing services,and weak role of multiple subjects are identified.Based on the theory of collaborative governance,the existing problems are analyzed in depth,and it is believed that the main reasons are the lack of public rationality for long-term care of the disabled elderly in rural areas,unclear rights and responsibilities among governance subjects,conflicts of interest and deviations from goals in coordinated actions,and imperfect governance rules.Finally,according to the reasons for the existing problems,suggestions are put forward to achieve sustainable development of collaborative governance.Through the relevant analysis of W County,it is necessary to guide the public to establish a sense of active participation: strengthen rural filial piety culture education,and cultivate the awareness of collaborative governance of all subjects;Accelerate the formation of multiple subjects for long-term care and collaborative governance of the elderly with disabilities in rural areas: improve the collaborative leadership of the government,cultivate the collaborative participation of other subjects,and distinguish the responsibility boundaries of multiple subjects;Improve the collaborative governance capacity of long-term care for the disabled elderly in rural areas: cultivate talents to improve the level of specialization,build an integrated care service system that is "elderly as the center",and strengthen brand support;Improve the action mechanism of collaborative governance of rural home-based elderly care: improve the supervision and evaluation mechanism,and improve the resource allocation mechanism.
