Research On The Implementation Deviation And Correction Of Vocational Education Industry-education Integration Polic

Recalling the great achievements of our country in the new era,the industrial structure of our country is changing from following imitation to innovation and entrepreneurship.The modernization of industrial structure is more urgent to the need and cultivation of high-tech and skilled talents.Nowadays,most of the vocational education in our country is planned as a whole by the government and the society is diversified and coordinated.Better vocational education will provide the country with more skilled technicians,further promote the modernization of China’s industrial structure,and promote the in-depth integration of China’s industries and education.The effective implementation of the policy of integration of industry and education in vocational education is the key point for governments at all levels to better tap regional advantages,guide vocational and technical colleges to carry out in-depth cooperation with enterprises integrating industry and education,cultivate more technical and skilled talents and cultivate more high-level projects.How to effectively carry out the policy of integration of industry and education in vocational education deserves further study.First of all,this paper combs 35 policy texts from the development process and content of vocational education integration policy,clarifies the development context of vocational education integration policy.Secondly,through observation,interview and literature,this paper investigates the implementation of the policy of integration of industry and education in vocational education in J city.Then,two theories are used to analyze the causes of the deviation.Based on Smith’s policy implementation process model theory,this paper analyzes the link deviation in the implementation of relevant policies in J city.In order to make better use of the two theories,this paper integrates and constructs the model theory of policy deviation correction of vocational education.Finally,according to the model theory of correcting policy deviation,this paper puts forward the optimal path of the policy implementation and the ternary subject collaborative governance path.Based on this,some countermeasures and suggestions are put forward for the correction of deviation in the implementation of the policy of integration of industry and education in J city.First,there are three suggestions on the correction of the links: the policy-making link,the policy-making adapts to local conditions,and prescribes the right medicine to the case;the policy-implementing link,the government departments unify their thoughts,work hard,unify the implementation caliber of schools and enterprises,and enhance the acceptance of target groups;the policy-feedback link,and improve the environmental supervision mechanism for policy implementation.Secondly,there are five suggestions on the subject correction: to build a synergistic governance system for the implementation of the policy;to clarify the role of the tripartite subject;to unify the value objectives of the subject of the policy;to coordinate the interest demands of the subject of the policy;and to dredge the feedback mechanism of internal and external governance.To sum up,from the policy implementation of vocational education in J City,Shandong Province,the relevant policies in the local government,schools,enterprises have been implemented,effective,high participation of all departments at all levels.But there is still a link,the implementation of the main deviation policy.Based on the model,this paper analyzes the problems in the implementation of the policy and puts forward some suggestions.Make every effort to put forward a solution for better implementation of the policy of integration of industry and education in vocational colleges.
