| Since The General Office of the State Council issued Several Opinions on Deepening the integration of Industry and Education in 2017,domestic scholars began to pay attention to the research of the integrated development model of industry and education,vocational education and industry enterprises also actively participate in the integration of industry and education in the school-running model,the local government issued a number of policies to promote the integrated development of vocational education,industry and education.However,with the transformation and upgrading of the traditional manufacturing industry to intelligent manufacturing and the acceleration of the layout of strategic emerging industries,the demand for high-quality,applied and composite talents is increasing,and the technical talents cultivated by the traditional vocational education can no longer fully meet the needs of the rapid development of the modern industry.Application-oriented undergraduate education should deepen the integration of industry and education,improve the quality of personnel training,so that it can complement vocational education,better serve local economy,promote industrial transformation and upgrading,and promote industrial innovation and development.However,at present,vocational schools are still the main educational subjects of production-education integration.Application-oriented undergraduate colleges and universities lack corresponding policy support and institutional support to participate in production-education integration,and are still in the exploration stage of production-education integration.Based on this,through field research,data collection,personal interview and other methods,this paper reviews the production-education integration policies issued by the national level and Chongqing Municipality,summarizes the implementation of the production-education integration policies in D schools of Chongqing application-oriented undergraduate universities,and analyzes the existing problems and causes in the implementation process of production-education integration policies in D schools with the help of Smith model.Put forward feasible countermeasures to optimize the implementation path of production-education integration policy in D school.The main conclusions of this study are as follows:(1)The policy of integration of industry and education is formulated to promote the integrated development of industry and education,and its stakeholders include the government,universities and industrial enterprises.The essence of the policy is to resolve the major structural contradiction between the supply of talent education and industrial demand,and significantly increase the contribution of vocational education and higher education to economic development and industrial upgrading.(2)D School attaches importance to the top-level design of school-running integration of production and education,constantly optimizes school-enterprise cooperative education path,and improves its school-running strength.At the same time,to industrial demand as the orientation of the active adjustment of personnel training program,enhance the professional and industrial relevance;Through school-enterprise co-construction of courses and joint establishment of practical training and practice bases,the content of practical teaching is optimized,focusing on the training of students’ applied technical skills,effectively improving the social evaluation of graduates,and helping to balance the supply and demand relationship between local talent supply and industrial demand.(3)In the implementation of the industry-education integration policy,the content of the policy is not targeted,the supporting policies are not perfect,and the supporting measures are not in place;Insufficient coordination between executive departments;The concept of university-enterprise cooperative education is contradictory;Social understanding of applied undergraduate education is not in place.(4)The main reason is that the policy targets are mostly vocational schools rather than application-oriented undergraduate universities,the policy publicity is not enough,and the three parties of government,university and enterprise lack of information communication;The powers and responsibilities between the executive subjects are not clear enough;The degree of matching between professional setting and industrial demand is low,and the construction of "dual professional and dual ability" teachers lags behind.(5)The main strategy is to improve the policy system;Refine the powers and responsibilities of functional departments,and innovate the pluralistic co-governance system of executive bodies;By dynamically adjusting the adaptability of majors and industries,creating micro-majors and professional clusters,accelerating the construction of "dual-professional and dual-ability" teachers,and building training bases integrating production and education,we can strengthen the adaptability of school education and industrial demands.Strengthen the social publicity of application-oriented undergraduate education and enhance the popularity of application-oriented undergraduate universities.The innovation of this paper lies in that it takes the implementation of the production-education integration policy in application-oriented undergraduate colleges as the research basis,breaks away from the limitation of only studying the implementation of the production-education integration policy in vocational schools,and makes a thorough and comprehensive study on the problems and causes existing in the implementation of the production-education integration policy in application-oriented undergraduate colleges and universities,and puts forward countermeasures and suggestions.It provides reference for relevant government departments to further improve the policy and implement the policy more effectively,and puts forward constructive suggestions for optimizing the cooperative education path of the integration of school,enterprise,production and education.The shortcoming of this paper is that it does not make a horizontal comparison between the implementation of the production-education integration policy in D School of Chongqing and other application-oriented undergraduate universities.In future research,it can make a comparative study of the implementation of the production-education integration policy in application-oriented undergraduate universities in regions with similar economic and social development levels,and draw on the advanced experience of the government departments in the formulation and implementation of the local production-education integration policy.Fight bankruptcy and education integration development limitations,further improve the feasibility of the policy. |
