| With the acceleration of urban development,the old residential areas in the central urban area carry a large number of residents,including a considerable portion of vulnerable groups with lower income levels and elderly groups with less social interaction.In recent years,community governance has continued to deepen,and the governance level and capacity of the old residential areas in the central city have been improved to a certain extent.However,due to the problems of the old residential areas,such as early completion,complex property rights,large mobility of residents,aging infrastructure,etc.,the governance process is increasingly complex and changeable,and the effectiveness of governance is low.In addition,the community party committee,residents’ committee,owners’ committee,community property management the rights and responsibilities between residents and other subjects are not clear,and the governance of old communities has become one of the pain points,difficulties and blockages of community governance.Especially after the outbreak of the covid-19,under the condition that the "Hardware" And "Software" Are both backward,the old community has suffered more passive and vulnerable situations than the new community,and to a certain extent,the governance risk of the old community has again increased.This article starts from the governance practice of old residential areas in g street,w city,and applies the theory of collaborative governance.Through a wide range of interviews and survey questionnaires,it deeply analyzes the practices,characteristics,and effectiveness of multi-agent collaborative governance in old residential areas.It summarizes the problems in the collaborative governance of old residential areas in g street:Insufficient willingness to collaborate among multiple governance entities in terms of value goals;in terms of institutional design,the role of service-oriented organizations is not fully implemented;in terms of behavior selection,the communication and connection between multiple governance entities are inefficient;in terms of environmental conditions,a spontaneous and proactive governance atmosphere has not yet been formed.The study analyzed the reasons for the dilemma of collaborative governance in the old residential areas of g street:Unclear role positioning of multiple governance entities,lack of effective supervision of various governance entities,lack of governance talents and institutional mechanism support,and obstruction in the revitalization of residents’ autonomous awareness conditions.Based on the analysis of the problems and causes,countermeasures and suggestions for further strengthening the collaborative governance of g street’s old residential areas have been further clarified,including building a trust relationship between entities,establishing and utilizing the community discussion mechanism,effectively playing the core role of the business committee,supporting the development and growth of public welfare social organizations,establishing and improving property management assessment methods,implementing property management incentive and punishment mechanisms,exploring the implementation of a resident credit evaluation system strengthen the construction of multi field party branches in the community,tap the backbone of party members,select and make good use of community governance related personnel,build a new collaborative governance technology system,promote the realization of public service capacity expansion,and reshape the collaborative governance culture of old communities.The research in this article has certain reference significance for improving the governance capacity and level of old residential areas in g street and other similar central urban areas,solving the problem of collaborative governance of old residential areas,and enhancing people’s sense of happiness and gain. |
