| At present,China has been accelerating its process of urbanization and Chinese people have been increasingly yearning for a better life.The 19th National Congress of the Communist Party of China proposed to build a social governance pattern based on collaboration and broad participation with the goal of benefiting all.As an important component of grassroots,communities are the"last mile" to serve the masses in social governance.In recent years,the rapid development of the property service industry in urban residential areas has accelerated the process of this industry integrating into community co-governance,and property management has been running into more and more problems.Therefore,it is increasingly difficult and challenging for governance departments to perform their duties.In the process of transformation,grassroots communities have also been bringing their wisdom and creativity into full play to solve those governance problems by building digital governance platforms and consultation and co-governance platforms.Above all,this paper expounds on the research background and summarizes the relevant research achievements of domestic and foreign scholars.It also introduces research contents and methods and explains relevant core concepts and theories.Secondly,this paper takes the M Community as an example and uses the methods from the integrated platform such as research results,questionnaire surveys,interviews,and case analyses to have an in-depth understanding of the current situation of residential property co-governance in the M Community and the analysis of related effectiveness.Then it put forwards the problems that exist in co-governance.Finally,the problem-oriented analyses identify the influential factors of residential property co-governance,and this paper proposes some countermeasures and suggestions to improve the effect of residential property co-governance so as to provide a research-based reference for upgrading the governance level of urban residential areas.Research results show that the current residential property co-governance of the M Community has been troubled with these problems,such as the platform mechanism highlighting forms but neglecting contents,the governance body having ambiguous rights and liabilities,talents being in short supply,and multiple bodies being short of strong service awareness,clear goals,sufficient policy and legal guarantees,perfect supervision and assessment mechanisms,and smooth channels of consultation,discussion,and communication.This paper uses the problem-oriented method to build a theoretical model that takes these influential factors such as cooperative bodies,cooperative behaviors,and cooperative mechanisms into consideration and then raises a hypothesis.The regression analysis and test find that in residential property co-governance,factors such as cooperative bodies,cooperative behaviors,and cooperative mechanisms have a positive correlation to the effectiveness of co-governance.This paper analyzes the reasons that affect the effectiveness of property co-governance in urban residential areas and finds some reasons including the imperfect auditing and task allocation mechanisms developed by the platform,the insufficient positive incentives of cooperative bodies,and the deficient cooperative governance links.On this basis,this paper puts forward some improvement strategies according to those problems and influential factors:in terms of digital governance optimizing the operation mechanism of the platform,a multi-body online communication platform should be built;the big data technology should be used to construct a data and knowledge base;the artificial intelligence technology should be used to facilitate case acceptance and feedback;as to cooperative governance,the governance rights and liabilities of cooperative bodies should be clarified;the effectiveness of cooperation between cooperative bodies should be improved,the cooperative behaviors should be standardized to improve quality and efficiency,and the cooperative guarantee mechanisms should be optimized and completed. |
