Research On Intelligent Parking Management In Open Old Residential Area From The Perspective Of Collaborative Governance

The 20th National Congress of CPC report pointed out,"We will improve the social governance system,improve the social governance system featuring joint contribution,joint governance and shared benefits,improve the efficiency of social governance,open and standardize the channels for people to express their demands,coordinate their interests,and protect their rights and interests,and build a community of social governance that everyone has their responsibilities,responsibilities and enjoys."Community is the most basic unit of social governance,and old community governance is the difficulty and key point of community governance.In many difficult problems of urban old community governance,the problem of parking has become more and more prominent,which has become the blocking point and pain point that causes community contradictions,and has attracted high attention of scholars in the field of public management.Based on the theory of collaborative governance,this paper analyzes the cases of intelligent parking management in Y community,X District of Jinan,studies the problems of smart parking management in Y community,and puts forward targeted suggestions for improvement according to these problems.The paper first expounds the related concepts of old residential areas,community governance,intelligent parking and the theory of collaborative governance.Secondly,combined with questionnaire survey,semi-structured interview,case analysis and other research methods to analyze the current situation of smart parking management in Y,the problems and causes of the management of smart parking,and put forward suggestions to optimize the management of smart parking in Y.Through research,it is found that in the process of solving the parking difficulties in Y community,there are collaborative governance problems such as low degree of coordination between governance subjects,weak ability of governance subjects and poor operation of governance mechanism.The reasons are the serious absence of governance subjects,the excessive extension of government functions,the low degree of participation in collaborative governance,and the lack of cooperation mechanism among the collaborative governance subjects.According to the research and analysis,the countermeasures and suggestions to optimize the collaborative governance of smart parking in Y community are put forward,that is,to establish a long-term collaborative mechanism within the government,to realize the supply of multiple subjects in the construction of smart parking,and to improve the collaborative governance mechanism dominated by the balanced distribution of interests.
