The Path Of Reordering In Urban Old Residentialarea From The Meta-Governance Perspective

Old residential areas are urban residential neighborhoods(including single residential buildings)that were built earlier,have lower construction standards,aging infrastructure,imperfect supporting facilities,and have not established long-term management mechanisms.The renovation of old neighborhoods is a key task of the Party and the State at present,an important element to realize urban renewal and an important grip to improve the happiness,sense of access and security of urban residents.Currently,the transformation of old residential areas contains several policy objectives,among which recreating the order of neighborhood governance and ensuring the benign operation of the order is the main problem faced at this stage.This paper revolves around the above issues.Firstly,the thesis takes the old residential areas of J street in H city of Guangxi as the research object,based on the rooted theory analysis method,composes the whole process of reengineering the governance order,and summarizes the strategy of reengineering the order of old residential areas in H city government from three dimensions: concept,subject and tool.Secondly,through field surveys and in-depth interviews,the thesis finds that there are still three major problems in the operation of the governance order of old residential areas,such as the difficulty of sustainable implementation of renovation policies,insufficient regulation of owners’ committees,and lack of stability of neighborhood residents’ relationship networks.Again,the thesis analyzes the main reasons behind the problems with the help of Meta-governance theory,including internal fragmentation of Meta-governance subjects,insufficient completeness of institutional construction and insufficient efforts to build an orderly community.Finally,the thesis identifies the paths for the sustainable construction of governance order in old residential areas,including "Party building leads the way to strengthen the integration of blocks","flexible use of policy tools to enhance institutional effectiveness",and "using residents’ autonomy as a grip to build an orderly community".The research results of this paper can be used for the transformation of old residential areas.The research results of this paper can provide valuable references and references for the transformation and governance of old residential areas.
