| Community is the basic unit of society,and community governance is an important part of social grass-roots governance.The impact is wide-ranging and the stakes are significant.As a unique community form with the mark of urbanization with Chinese characteristics,the governance of "village-to-residence" community needs to be studied separately.The"village-to-residence" community is established by the state and promoted by the government’s active policies.The original rural acquaintance society has been abruptly broken,and the organizational model,living habits,cultural traditions and even identity are being squeezed into a new life field,resulting in a "transitional" form of "non-city,non-township"and "half-city,half-township".This sudden change has brought about the complexity and uniqueness of community governance of "village-to-residence".The original extensive rural governance is no longer suitable for the current community governance and service.The confusion and lack of community governance subjects such as grassroots party organizations,original village committees,new neighborhood committees,stock and asset cooperatives,owners’ committees,property companies,and various social organizations,the lack of residents’ identification and participation,the lack of timely follow-up of market and social resources,are all the difficult problems facing the governance of "village-to-residence"community.This research attempts to use collaborative governance theory and polycentric governance theory as the media,and take the "village resettlement" communities such as S,X,and L in Tengzhou City as research cases,and extend the perspective of social governance at the macro level to the community governance of the micro unit.In the specific research,the case study analysis method and interview method were used to systematically sort out the current situation of collaborative governance of multiple subj ects in several communities such as S,including multiple governance subjects,collaborative systems,and collaborative mechanisms,and on this basis,the common problems existing in the governance of multiple subjects in the "village-to-residence" community in Tengzhou City were summarized,including obvious administrative tendencies and weak autonomy,insufficient market participation,weak and dissociated social forces,and disorderly coordination among governance subjects,lack of overall community value and identity,lack of specific coordination mechanism norms,etc.In order to improve the level of community governance of "village resettlement" and promote the orderly cooperation of multiple subjects to participate in community governance,based on the analysis of community problems such as S and their causes,this study attempts to propose an optimization path for pluralistic and collaborative governance of "village resettlement" communities.In terms of further enriching the diverse governance subjects,it is suggested to make efforts to improve the level of residents’ participation,build "red properties",and cultivate and introduce social groups;In terms of the functions and roles of governance organizations,it is recommended to fully clarify the boundaries of authority and responsibility,build a relationship network,and improve the ability and quality of community workers.In promoting community value recognition,it is necessary to consolidate the community of community interests,create community spirit and public culture,and actively build new public spaces;In the design of the collaborative mechanism,it is necessary to improve the communication and interaction,consultation governance,and evaluation reward and punishment mechanisms,so as to achieve effective coordination among multiple entities.The "village resettlement" community will continue to develop over time,and correspondingly,the governance body will continue to innovate itself with the development of the community and the improvement of policies.The above suggestions can be used as a certain practical exploration and theoretical research reference,especially in policy formulation and governance planning,to provide governors with the perspective of pluralistic co-governance and collaborative governance,so as to continuously improve the quality and efficiency of "village-to-residence" community governance,accelerate the transformation of"village resettlement" communities. |
