In the fourth Plenary session of the 19th CPC Central Committee,the Party pointed out that it is necessary to push the focus of social governance and service down to the grass-roots level,sink more resources to the grass-roots level,and better provide accurate and refined services.With the acceleration of urbanization,the edge of the city is gradually covered by buildings,a large number of village co-housing phenomenon appears,the village community gradually increased,the village community governance problem,has become a new issue of social grass-roots governance.As for community governance,our country has carried out many explorations.In the process of many explorations,we have taken the community as the platform,the social organization as the carrier,and the social work talents as the support.Social volunteers based on the "four-society linkage" governance mechanism came into being.Based on the case study of the W community in Qingdao,this paper explores the governance situation of the community under the "four-society linkage" mechanism,starts with each subject of the "four-society linkage ",clarifies the role of each subject in the process of community governance,understands the development process of the community,the governance situation before and after the community relocation,the governance achievements of the community under the " four-society linkage" mechanism,and analyzes the difficulties existing in the process of community governance under the " four-society linkage ",such as the influence of administrative inertia in the community,the obstruction of the development of social organization,and the shortage of community governance talents,This paper puts forward some suggestions to optimize the community governance mechanism,such as innovating the governance mode of each subject under the working mechanism of "four societies linkage ",establishing a long-term linkage mechanism in the community,strengthening the ability training of each subject in the community governance.Finally achieve the goal of good governance in the community. |
