| With the rapid development of China’s new urbanization process,the removal of villages and the construction of houses have led to an increasing number of farmers in urban fringe areas losing their farmland.Housing has transformed from villages to buildings,and their identity has also shifted from farmers to residents.As a result,a transitional form from rural areas to communities-the "village to residential" community-has emerged.This transitional new community has special attributes that differ from rural and urban communities in terms of its existing form and management methods.Due to the transformation of community form and the gradual relaxation of China’s fertility policy,elderly care services also have uniqueness and complexity in "village to house" communities.They have both the difficulties of rural elderly and urban elderly,with new problems and challenges in terms of elderly care concepts,needs,and security.The 14th Five Year Plan period marks the rapid development of China’s aging population.With the change in the structure of the elderly population,we will continue to face enormous pressure to care for the elderly population.As a result,the demand for elderly care services is rapidly increasing and becoming diversified and multi-level.The demand for the quality,efficiency,convenience,and equalization of elderly care services in the whole society is also constantly increasing.However,in the new situation and new demands,there are still problems such as imbalanced development,shortage of elderly care service supply,and low service quality in the "village to house" community areas.Therefore,it is of great significance to explore effective ways to provide community elderly care services through the "village to house" policy.Collaborative governance among various entities can effectively solve the problem of a single entity being unable to provide sufficient services.By integrating the resources of the government,"village to house" communities,market entities,and social organizations,fully leveraging the collaborative role of all parties,and establishing a diversified elderly care service network,it has important practical significance to meet the needs of "village to house" community elderly care services in the modern context.This article takes the "Village to Residence" community in Luokou Street,Jinan City as the research object,and conducts in-depth research on the elderly care service issues and needs of the community through questionnaire surveys and semi-structured interviews.Using the theory of collaborative governance,we conducted in-depth research on the basic situation and willingness of elderly people in communities,fully understood the current supply of elderly care,and proposed suggestions for elderly care services.We also conducted in-depth analysis of the problems and reasons for the "village to house" community elderly care services,including:incomplete "village to house" community elderly care service policies,imbalanced supply and demand of elderly care services,insufficient participation of social forces in community elderly care services The acceptance of community elderly care services by the elderly is not high.The reasons for this are that the government’s guiding role is not strong enough,the community leadership of "village to house" is insufficient,the participation of social organizations is weak,and some elderly people’s elderly care and consumption concepts lag behind.Finally,a solution for the "village to house" community elderly care service was proposed,which includes four suggestions:strengthening the collaborative guidance role of the government,enhancing the leading role of the community in the supply of elderly care services,increasing the participation of enterprise institutions and social organizations,and transforming the elderly’s elderly care thinking and consumption concepts. |
