Research On The Dilemma And Countermeasures Of Social Work Institutions Participating In Community Governance Of "Village To Residence"

In recent years,China’s attention to grass-roots social governance has increased year by year,and community governance has thus become one of the focuses of attention.With the acceleration of urbanization,more and more urban villages have changed or entered the ranks of urban communities through the "village to residence"policy.These "village to residence" communities are facing changes and difficulties in work content,service awareness,professional methods and other aspects in the process of transformation.Social work institutions participate in the governance of the"village to residence" community through the government purchase of services,and use their speciality to enhance governance and service quality,so as to help accelerate the transformation to urban community.However,at this stage,there are also many difficulties in the participation process.Therefore,combined with the actual situation of social work institutions participating in the community governance of "village to residence" in L District of D City,this thesis deeply analyzes the difficulties existing in the participation of social work institutions in the community governance of"village to residence".Based on the cooperative governance theory and multi center governance theory,this thesis takes the social work institutions in L District of D City as the research object,and analyzes the actual situation by means of semi-structured interview,subject analysis and other methods.Combined with the practical research,it is found that the main problems existing in the participation of social work institutions in L District of D City in the community governance of "village to residence" are:little supportment for social work institutions from government,low trust in social work institutions from resident,poor cooperation between social work institutions and communities,low service quality of social work institutions,and low professional ability of social work institutions participating in community governance.Combined with the actual situation of L District of D City,the reasons for the above problems are:the unequal relationship between the government and social work institutions,the unclear responsibility orientation between different governance subjects of the"village to residence" community,the failure to establish a performance evaluation system for government purchased service projects,the lack of benign guidance in the service market of government purchased social work institutions,and the inadequate service management of social work institutions by the competent departments.Finally,this thesis puts forward suggestions in view of the problems and causes found above,including improving the government’s assistance policy for social work institutions,adhering to the equal status of community governance subjects,improving the content and evaluation system of social work service items purchased by the government,building a stable political and social cooperation relationship,strengthening the supervision of social work institutions,etc.It provides reference for the government to purchase the services of social work institutions and participate in community governance.
