In recent years,with the gradual acceleration of China’s urbanization process and the continuous expansion of the scope of urban areas,a large number of villages have been evacuated and villagers are arranged to live together.The villagers have moved into communities,which has formed a new type of community,"village to residence" community,a kind of structure between the urban and rural area.The transition process of "village to residence" community,from rural governance to urban community governance involves a series of community governance problems and contradictions,such as the adjustment of grass-roots organization system and functions,the management of village collective assets,the identity of residents in the new community,and the extension of public service guarantee.In the outline of China’s 14 th Five-Year Plan(2021-2025),it is proposed to vigorously develop new urbanization and deepen the implementation of urban integration.Under the background of establishing a new people oriented urbanization strategy,it is of great significance to study the community governance of "village to residence" for maintaining the social harmony and stability and for developing the national economy.In this paper,it is starting from the background of establishing a new urbanization strategy with Chinese characteristics,on the basis of studying and learning from the research literature on community governance at home and abroad,combining with the governance background and governance measures of "village to residence" community in District J of Qingdao,from six main aspects,such as public service facilities,satisfaction of community neighborhood committee,satisfaction of community organization,satisfaction with the current situation of community social capital,and satisfaction with the current situation of collective economy,an overall qualitative study has been made on the governance situation of "village to residence" community in District J by using questionnaire survey and in-depth interview.Through research and analysis,it is found that in the community governance of "village to residence" in District J,the community daily management is disordered,the service supporting facilities are backward,the social organization service is not professional,the community lacks cultural cohesion,and the collective asset management is improper.In view of these problems,the reasons have been analyzed and summarized.Finally,based on the theoretical foundation of the New Public Service Theory and the Polycentric Governance Theory,it is proposed that in the governance of "village to residence" communities,firstly,government input should be increased;secondly,social reform of community work should be promoted;thirdly,a pluralistic model of shared governance with the Communist Party of China as the leading core should be built;fourthly,community governance networks should be strengthened;fifthly,community cohesion should be shaped;sixthly,the responsibility of pluralistic subjects should be brought into play and an open information system should be established.Fifth,to shape community cohesion;sixth,to give full play to the responsibility of the pluralistic subjects to manage and establish an open information system.In the paper,it is mainly expected to optimize the "village to residence" community governance system and improve the governance level of the "village to residence" community through the research on the "village to residence" community governance in District J of Qingdao.And in the meanwhile,it is also expected to provide some theoretical reference and practical basis for the "village to residence" community governance. |
