Research On Capacity Building Of Urban Community Emergency Management

In recent years,the rapid development of new urbanization and industrialization has given birth to a large number of cities and city agglomerations.Factors of production such as population,capital,information and technology have formed a clustering effect.Industrial,supply and value chains are being reconstructed,and the exposure,concentration and vulnerability of disaster victims of all kinds are greatly increased.The extensive use of new energy sources,new technologies and new materials has given rise to new technological fields,new business forms and new models,and created new problems and potential dangers.Some unexpected and mismanaged risks have gradually come to the fore.With the acceleration of industrialization,information technology and networking,all kinds of public security emergencies influence and transform each other,increasing in scope and depth.The 20th National Congress of the Communist Party of China proposed to "modernize the national security system and capacity",and pointed out that we should improve the capacity of disaster prevention,mitigation and relief,as well as the capacity of handling and guaranteeing the handling of urgent,difficult and dangerous public emergencies.Urban community is the basic"cell" of society,the front position of emergency response and disaster prevention and relief,and the terminal of emergency management.As action subjects,they are not only the direct managers of emergencies,but also the executors of higher-level orders,and also the coordinators among different participants.Therefore,communities as "nerve endings" should be taken as the starting point to effectively improve China’s overall emergency management capabilities.This paper takes the capacity building of urban community emergency management as the research object,selects J County in Shandong Province as the study case,comprehensively uses questionnaire survey,in-depth interview,field research and other methods,and studies the problems and countermeasures of the capacity building of urban community emergency management through theoretical explanation,problem research and countermeasures.First of all,the core concepts of urban community,community emergency management,emergency management capacity and so on are defined,and the crisis management theory,community governance theory and whole-process emergency management theory are used for analysis.Based on the current situation of community emergency management in J County under the COVID-19 epidemic,it is found through investigation and interview that urban communities have problems in the process of emergency management capacity building,such as insufficient prevention of emergencies,lack of community emergency culture,insufficient support of emergency materials,and weak emergency team.Through analysis and exploration,it is concluded that the reasons of ignoring community prevention ability,weak awareness of publicity and education,single material support channels and insuficient social mobilization ability.Finally,by referring to the mature experience of community emergency management abroad,combined with the whole process emergency management theory,the countermeasures to strengthen the urban community emergency management ability are put forward,including perfecting the community prediction and prevention mechanism,vigorously cultivating the community emergency culture,optimizing the emergency material support mechanism,strengthening the community emergency team construction,etc.,in order to provide useful reference.
