Research On Community Emergency Preparedness Capacity Building In HT Area Of Beijing

With the continuous advancement of technology,people in urban communities are enjoying a happy life brought by economic prosperity and technological progress,while facing huge challenges in many aspects such as natural disasters,unexpected accidents,public health and social security.Strengthening emergency management can not only guarantee people’s life and property safety,but also promote the sustainable and healthy development of society.Community emergency preparedness is an indispensable working part of emergency management,and effective emergency preparedness not only plays a key role in reducing and eliminating risks,but also can effectively guarantee urban communities’response to emergencies after the outbreak of risks.Through field surveys,interviews,and questionnaires,it is found that in recent years,HT has achieved certain results in building community emergency preparedness capacity,the emergency management organization system has been gradually improved,the emergency management infrastructure has been further completed,the level of emergency management informatization has been improved,and the emergency management gate has shifted from post-disposal to pre-preparation,but there are still imperfections in the construction of emergency organization network,organization personnel work capacity,and emergency resource guarantee capacity.These problems are caused by the lack of attention to community emergency preparedness,the imperfect emergency management system,the lack of professional training,the insufficient supply of funds,and the lack of community emergency preparedness culture.To improve community emergency preparedness,we must take measures to improve the construction of community emergency organization networks,enhance the working ability of organization personnel,strengthen the ability to guarantee emergency resources,and improve the ability of residents to participate in emergency situations.
