| The report of the 19th National Congress of the Communist Party of China proposed to reform the grass-roots governance system of market supervision and explore the implementation of unified and efficient market supervision.Under the background of large market supervision,the institutional reform of the primary market supervision institute in Guiyang County has achieved certain results,but there are still some problems that need to be further studied and solved after the institutional reform.Based on the government regulation theory,holistic governance theory and Barnard system administrative organization theory,this study uses the research methods of literature analysis,on-the-spot investigation and comparative analysis to sort out the existing problems after the reform of the grassroots market supervision institutions in Guiyang County: first,the management system has not been straightened out after the reform;Second,after the reform,the responsibility boundary is ambiguous;Third,the supervision mode has lagged behind after the reform;Fourth,there are still shortcomings in team building after the reform.In depth analysis of the reasons for the problems,there are mainly four aspects: differences in management concepts,lack of integration of comprehensive supervision and professional supervision,insufficient use of information-based supervision mode,and imperfect team talent system.Finally,on the basis of scientific reference to the exploration methods and experience of grass-roots market supervision reform in the leading regions,this paper puts forward that the problems existing in the reform of Guiyang County grass-roots market supervision institutions should be solved from four aspects: optimizing the supervision system of grass-roots market supervision institutions,improving the supervision mechanism of grass-roots market supervision institutions,innovating the supervision methods of grass-roots market supervision institutions,and accelerating the training of grass-roots large market supervision and law enforcement teams. |
