The Issues Of Policy Implementation Of Local Fiscal Supporting For The Development Of Industrial Parks

Industrial park is an important carrier and growth pole of local economic development,but also can provide tax revenue,employment and so on,has a very important position.In the process of industrial park development,local financial policy support has played a great role in promoting,but in the process of policy implementation,there are also a series of problems,which affect the implementation effect.In 2017,the 19th National Congress of the Communist Party of China proposed for the first time that the Chinese economy has shifted from a stage of high-speed growth to a stage of high-quality development.In this process,the development speed of industrial parks slowed down and more attention was paid to improving the quality and efficiency of development,which also put forward new and higher requirements for policy implementation.This paper takes J County in Shandong Province as an example,to study the implementation of local fiscal policies supporting the development of industrial parks.Compared with other regions,the industrial park in J County has some common characteristics,such as great social contribution and supporting role,as well as its uniqueness.The vast majority of industrial enterprises above the scale in the county are concentrated in the park,and the development of enterprises is polarized.Since the establishment of the park in 2002,the financial policies supporting the development of the park have roughly experienced three stages:guiding development,encouraging support and precise support.At present,the development of the park lacks momentum,so it is urgent to further optimize policy implementation,give full play to greater policy implementation effect,and promote the development of the park to shift gears and speed up.This is an important subject to promote the stable growth of county economy.Based on the current situation of J County’s financial policy to support the development of industrial parks,this paper uses Smith model to study the policy implementation.First,the paper summarizes relevant research results,defines the concepts of industrial parks,fiscal policies and policy implementation,sorts out the theoretical basis of financial support for the development of industrial parks,and discusses the applicability of Smith model and this topic.Then,it analyzed the current situation of J County’s fiscal policies to support the development of industrial parks.Combined with the policy documents issued by J County,it focused on sorting out the fiscal expenditure policies,analyzed the policy implementation mechanism of J County,and sorted out the effect of policy implementation.After that,I sorted out questionnaires and interview data,combined with the actual policy implementation,and sorted out existing problems in policy implementation,mainly reflected in effectiveness,fairness,accessibility,etc.Smith model was used to analyze the causes of existing problems.The policy itself was too idealistic and lacked research and feedback evaluation.At the level of implementation agencies,the main problems are low ability level,lack of coordination,cooperation and supervision and incentive;at the level of target groups,the main problems are lagging policy concepts and low management level;at the level of policy environment,the main problems are target deviation,weak financial resources and poor publicity effect.Finally,the paper draws on the experience of other regions to put forward countermeasures to improve policy implementation,enhance the level of scientific policy,improve the service quality of executing agencies,strengthen the guidance to target enterprises,improve the policy environment and strengthen the effect of policy implementation.This paper studies the implementation of local financial policies to support the development of industrial parks,and pays more attention to practicability and operability.It has certain reference value for improving the implementation of policies,enhancing the effect of policy implementation and promoting the high-quality development of industrial parks in areas similar to J County’s development situation and policy environment.
