Research On The Problems And Countermeasures Of Public Policy Implementation In County Industrial Parks In Shaanxi Province

In recent years,relying on resource advantages,Shaanxi Province has planned and built a number of county industrial parks.Since 2008,in order to promote the healthy development of Shaanxi county industrial park,Shaanxi provincial government has issued a series of public policies,such as 《The Guiding Opinions on Accelerating the Development of Non-public Economy》 《The Guiding Opinions on Accelerating the Development of County Industrial Park》 《The Action Plan for Accelerating the Construction of County Industrial Park and Industrial Park in Shaanxi Province》to promote the development of County Industrial Park.It has played a great role in promoting the construction and development of county industrial parks.from strengthening infrastructure construction to improving industrial carrying capacity,from cultivating county characteristic industries to promoting the continuous improvement of industrial chain,the construction of county industrial parks in the whole province has stepped to a new level.This paper closes to reality,the overall framework is divided into five parts.The first is to elaborate the background and significance of the research,the research status at home and abroad,the research content and methods,and the innovation of the paper.The second is to introduce the relevant concepts and to elaborate the theories involved in this paper.The third analyzes and demonstrates the implementation status and implementation results of Shaanxi County Industrial Park series of public policies by using the methods of system analysis,investigation analysis and comprehensive analysis.The fourth is to focus on the reasons in the implementation of public policies in Shaanxi county industrial parks.For example,the policy implementation is not good,the implementation effect is not enough,the implementation strength is not enough,the local actual situation is divorced,and the innovation orientation is insufficient.The fifth,county in shaanxi province industrial park series of optimization countermeasures and suggestions,Shaanxi County Industrial Park series of public policies,in order to further improve the policy pertinenc,to provide decision-making reference for the future issue of new,more effective public policies to promote the development of Shaanxi county industrial park.
