| The report of the 20 th Party Congress proposes to comprehensively promote the revitalization of the countryside.Industrial revitalization is an important foundation for realizing rural revitalization and a prerequisite for solving all problems in rural areas.The good or bad implementation of county-level government policies will directly affect the implementation effect of industrial revitalization,therefore,to successfully realize the rural revitalization strategy,we must rely on the driving force of county-level government.However,implementation dilemmas still exist in the process of implementing industrial revitalization policies by county-level governments.Therefore,the study of these specific dilemmas and their causes can not only provide a basis for county-level governments to make decisions and improve the implementation effect of agricultural industrial policies to help realize the goal of rural revitalization strategy,but also enrich the field of policy implementation research and practical materials to a certain extent,which has certain theoretical and It has certain theoretical and practical significance.This paper analyzes and researches the implementation of agricultural industrial policy in County P by using questionnaire and interview method and combining with Smith’s policy implementation model.First,by reviewing the relevant literature and on the basis of a full understanding of the current situation of domestic and foreign research,the relevant concepts and theories of agricultural industrial policy implementation are further elaborated to lay the theoretical foundation for the research of this paper.Second,it briefly outlines the contents of agricultural industrial policy in P County,and collects relevant data and information on the implementation of agricultural industrial policy in P County through questionnaire survey method and interview method,and analyzes and studies them with Smith’s policy implementation model,so as to clarify the current implementation of agricultural industrial policy in P County.Third,we analyze the problems and causes of agricultural industrial policy implementation in P County in terms of implementation effectiveness,subjects,environment and implementation objects,and then propose feasible improvement countermeasures accordingly,namely: at the level of the policy itself,we should formulate agricultural industrial policies in an integrated manner,collect ideas and expand the participation in policy formulation;at the level of the main body of policy implementation,we should enhance the cohesion of grassroots organizations,strengthen the construction of policy implementation teams,enhance the collaboration and communication between policy implementation departments Collaboration and communication,strengthening the disclosure and supervision of policy implementation information;in the policy implementation object to improve the policy cognitive ability of agricultural business subjects,and increase policy publicity by subject;in the policy implementation environment level to strengthen infrastructure construction,improve the level of agricultural science and technology,and diversify fund raising. |
