| With the continuous acceleration of urbanization and the improvement of people’s living standards,people’s consumption capacity is even stronger,complaints in various consumer goods markets have gradually become diversified and huge in number.Handling these complaints well plays a very important role in optimizing market order,responding to public demand and alleviating social contradictions.The existing complaint response mechanism of the Market Supervision Department plays an important role in social governance in this aspect.However,with the blossom of the economy,consumer complaints also show new features such as large quantity,complex types and diverse demands,etc.The current Market Supervision Department’s complaint response mechanism begins to face problems such as complex scenes,inefficient services and poor communication.In terms of theoretical research,scholars have conducted in-depth studies on service-oriented government,public participation,policy communication and other aspects,but few studies on the complaint response mechanism of a single government department.Based on this situation,this paper takes the complaint response mechanism in the market supervision of J District as the research object,and takes the government response theory,collaborative governance theory and public participation theory as the theoretical support.The questionnaire and my field research and interview in J District Market Supervision Bureau,grass-root market supervision institute,consumer association and other institutions are the first-hand cases and data.According to the summary of the current situation,looking for problems,analysis of the reasons,put forward suggestions:First of all,the current situation of the complaint response mechanism of the market supervision department is elaborated.Secondly,the current problems such as the lack of unified and convenient complaint acceptance channels,departmental barriers in the distribution of complaints,lack or lag of legal basis,low public participation leading to communication difficulties are discussed,and the reasons behind these problems like the personnel strength of the market supervision department is weak,the environment of pluralistic co-governance and collaborative governance has not been formed,the constant changes of market behavior and market players,and the lack of relevant system constructionare are deeply studied.Finally,it is concluded that we should focus on optimizing and improving the administrative capacity of market supervision departments,strengthening industry self-discipline,accelerating the construction of credit system,and improving public participation,so as to further optimize the complaint response mechanism in market supervision and give full play to the social governance functions of market supervision departments. |
