Study On Flower Industry Policy Implementation In In Shanghe County,Shandong Province

In 2018,General Secretary Xi visited Shandong and emphasized that We should turn agriculture into a vibrant industry,turn farmers’ aspirations for a better life into a driving force for rural revitalization,and make safeguarding their fundamental interests and promoting common prosperity the starting point and goal.During the 13th Five-Year Plan period,Shanghe flower is one of the ten characteristic industries in Jinan City,and the development of flower industry cluster and brand construction are particularly important.The People’s government of Jinan City and Shanghe County have formulated a series of policies to promote the development of Shanghe County’s flower industry.,and the People’s government of Shanghe County has formulated the 14th Five-Year Development Plan for the Flower Industry in Shanghe County.Policy implementation is the key to achieve the government’s policy objectives and implement policy programs.Through analyzing the implementation of the flower industry policy in Shanghe County,this paper finds out the problems and reasons in the implementation process,and puts forward suggestions for optimization,which is conducive to further promoting the effective implementation of the flower industry policy in Shanghe County,giving full play to the effectiveness of the flower industry policy in Shanghe County,and promoting the further development of the flower industry in Shanghe County during the 14th Five-Year Plan period.It also provides reference for other regions to develop characteristic industries.Through case study,questionnaire survey and interview,based on the actual development of the flower industry in Shanghe County,combined with Smith’s policy implementation model and relevant theories of public policy implementation,this paper studies the implementation of the flower industry policy in Shanghe County from four aspects.First,the connotation of flower industry and public policy implementation is briefly introduced,and Smith’s policy implementation model theory,policy implementation correction and deviation theory are briefly summarized.Second,collect the flower industry policies of Shanghe County through literature review and interview,sort out and classify them,and investigate the implementation of flower industry policies of Shanghe County by interview and questionnaire,and conclude the implementation status and effect of policies after summary.Third,the questionnaire and interview data were summarized and analyzed to explore the problems in the implementation of flower industry policies in Shanghe County and the reasons for the problems.Fourth,according to the existing problems and reasons,put forward the optimization of Shanghe County flower industry policy implementation suggestions.By studying the problems in the implementation of the flower industry policy in Shanghe County and the reasons for the problems,this paper puts forward some suggestions from four aspects:optimizing the policy-making mechanism,improving the executive ability of the policy-executing subject,mobilizing the participation degree of the policy object,and optimizing the industrial development environment,with a view to rectifying the deviation in the implementation of the flower industry policy so as to promote the effective implementation of the flower industry policy in Shanghe County,to provide experience support for the implementation of the flower industry policy in Shanghe County and the development of agriculture with local characteristics during the 14th five-year plan period.
