Research On The Impact Of Long-term Tenure Of Village Branch Secretary On Rural Governance

Village branch secretaries are the leaders of rural construction and play an important role in the modernization of rural governance.Since July 2018,the term of office of grassroots party branches has uniformly implemented the five-year requirement.It is hoped that the continuity of grassroots development will be ensured by adjusting the term of office.Therefore,tenure is an important factor affecting rural governance,and this paper analyzes the role of village branch secretaries on rural governance from the perspective of tenure,and explains the authoritative basis of village branch secretaries and their role in the process of rural governance.Based on the external support of the long-term tenure of the village branch secretary,the article divides the support power and authoritative sources of the village branch secretary into two categories.First,prescriptive authority is a source of authority that is formally granted by the system and relies on the support of the power of the higher level of government.The village branch secretary is an important support for the administrative embedding of the township government in the village,and the township government hopes to reduce the cost of communication by selecting familiar and trusted collaborators to promote the implementation of tasks.Moreover,in the process of changing the office,the grassroots government needs to bear the election expenses,and in the process of selecting candidates,a lot of manpower and material resources need to be investigated,so in order to reduce expenses and save costs,they prefer that the village branch secretary can be re-elected.Therefore,the township government has an incentive to help the village branch secretary achieve re-election.Village secretaries also actively enlist the support of their superiors,and they often become active administrative collaborators for this purpose.They take the initiative to complete the administrative tasks set by their superiors,maintain rural stability,and ensure rural order.In this way,they can gain the support of prescriptive authority with excellent task completion results.In addition,the village branch secretary strives for the support of the village to accumulate endogenous authority,and provides support for the long-term appointment of the village branch secretary with super high village authority.In this process,the village branch secretary took the initiative to form its own support system through emotional connection and other means.Therefore,the reelection of the village branch secretary requires the support of the township and the village to obtain corresponding authority,which requires the village branch secretary to try his best to meet the basic requirements of the township and the villagers,that is,the task indicators and the interests of the villagers.Therefore,this paper analyzes the long-term tenure of village branch secretaries on rural governance from the two goals of effective implementation and political participation.It was found that village branch secretaries with high prescriptive authority and endogenous authority paid attention to the task requirements of their superiors in the process of long-term employment,and they expected to complete various indicators and obtain the satisfaction of their superiors.It can also be used to further win resources for the village and for the honor and incentive of the individual.Moreover,they attach importance to the interests of villagers,actively guide villagers to participate in the process of autonomy,and mobilize villagers inside and outside the party to participate in village collective construction through public expenditure and collective decision-making.In this way,we can give full play to our initiative and promote rural development.Therefore,in the process of long-term tenure of the village branch secretary,if the village branch secretary has a high dual authority,it can steadily promote the implementation of administrative tasks and guide the villagers to participate in village governance,which also reflects the positive impact effect of long-term office on the village.However,if the village branch secretary only has unilateral authority or attaches importance to only one aspect of authority,then it may form the result of the village branch secretary focusing only on a single goal,forming an alienated village form with strong execution,low participation,or high participation and low execution.This paper analyzes the long-term tenure of village branch secretaries,and attempts to explain the difference between village branch secretaries affecting the effect of rural governance from the time of office and authority,which provides a new idea for the research on the behavior of village branch secretaries,which has certain research value and provides a new direction of thinking for the research on village branch secretaries.It theoretically reinterprets the process of village branch secretaries influencing rural areas,and has certain innovation.
