Resonance On The Same Frequency: Research On The Relationship Between Political Communication And Rural Governance In The "Village Branch Secretary" Related Reports Of The People’s Daily

In the section of "Improving the Rural Governance System Led by the Party Organization" in the No.1 central document of the Central Committee of the CPC in2023,it is pointed out that rural governance should be guided by party building,strengthen the functions of the three-level governance system in counties and villages,compact county responsibilities,promote township empowerment,and consolidate the foundation at the village level.In the rural governance system,the grassroots organizations of the Party occupy a fundamental position and play an important role.As the "leader" of village level party organizations,the "village branch secretary" is a key link in the rural governance system and plays a significant role in the effectiveness of rural governance.The comprehensive cancellation of agricultural taxes in 2006 was a turning point in rural governance,with significant changes in the relationship between the Party and the state,grassroots governments,village "two committees",and farmers.China’s rural governance began to truly move towards a modern social governance pattern.Political communication is an organic system of the diffusion,acceptance,identification,and internalization of political information among political communities.In China,its main subjects include the state,political parties,governments at all levels that reflect the political will of the state and political parties,as well as mainstream media at all levels under the leadership of the government.The People’s Daily,as an official newspaper of the Central Committee of the Communist Party of China,can simultaneously play the roles of planner,disseminator,and interpreter in the dissemination of political information,and is one of the main bodies of political communication in China.In recent years,the work on agriculture,rural areas,and farmers has been continuously strengthened,and strategic policies such as targeted poverty alleviation and rural revitalization have been introduced and implemented.The focus of effective rural governance has shifted from the effectiveness of rural governance itself to the modernization of the national macro level governance system and capabilities.Therefore,rural governance is no longer simply a matter of various villages and grassroots governments,but rather involves the participation and collaborative governance of multiple entities.Among them,mainstream media at all levels serve as information hubs,and their role and strength are continuously valued and utilized in rural governance.Based on this,this article takes the People’s Daily as a research case to study the reporting of "village branch letters" in the context of rural governance,with the aim of exploring the relationship between political communication and rural governance resonance in the context of socialism with Chinese characteristics.Research has found that the relationship between political communication and rural governance in the "Village Branch Book" report of the People’s Daily is mainly reflected in four aspects,namely: the construction of co frequency resonance form,understanding the overview of rural governance in China from an external outline in terms of media presentation characteristics and selected reporting tone and theme;The logical foundation of co frequency resonance is mainly reflected in the organic unity of the governance ideal of rural governance in China and the governance behavior of the "village branch secretary" in the People’s Daily,such as sticking to the position and tightly grasping grassroots party building work;By promoting the exemplary spirit of "village branch letters" in rural governance and documenting the progress of rural governance era through "village branch letters" reporting,the value appeal of resonance in the same frequency has been achieved,which can be said to enhance the connection between political communication and rural governance,and achieve the improvement of governance value from governance theory to governance value;The same frequency resonance functional effect is achieved through the symbolization of "village branch letters" by the People’s Daily,using positive encouragement and negative warning persuasion methods.Through news construction,it achieves three functions: political symbol,political mobilization,and political identification.This is the core of the People’s Daily’s achievement of the same frequency resonance between political communication and rural governance.
