Research On The System Of Village General Secretary In The New Era

The system of the first secretary stationed in villages is a system created based on China’s special national conditions and is an effective initiative of Marxist political parties to promote the modernization of rural governance.The state initially selected First Secretaries to grassroots societies to strengthen the Party’s leadership of grassroots organizations,but with the implementation of the strategy of precise poverty alleviation,the central work of First Secretaries has changed from initially strengthening grassroots Party organizations to helping grassroots societies escape poverty.It is worth mentioning that the First Secretary has made remarkable achievements in integrating rural resources,enhancing the Party’s leadership of grassroots society and eliminating absolute poverty.Therefore,the central government has decided to continue to select outstanding party cadres to serve as first secretaries in grassroots societies in the new era of rural revitalization strategy.Based on the specific period of the new era,this dissertation takes Xi Jinping’s important discourse on Party leadership,mass view,and rural revitalization strategy view as theoretical guidance,and uses literature analysis,historical analysis,and semi-structured interview method to study the system of first secretary in villages.Firstly,the history of the formation and development of the first secretary system is explored to reveal the reasons for the emergence of the first secretary system;secondly,the practical effects achieved by the first secretary in villages during the period of precise poverty alleviation are analyzed,mainly in the aspects of building the Party’s grass-roots organizations,eliminating absolute poverty,innovating rural governance mode,and providing services for the people,thus concluding that the first secretary system provides organizational guarantee,talent support,endogenous power,and institutional support for rural governance,Finally,from three dimensions: improving the governance system of the first secretary,clarifying the task changes of the first secretary,and changing the role identity of the first secretary,this paper proposes how the first secretary system can continue to play its unique advantages in the new context of rural revitalization strategy,so that the development results brought by the first secretary system can benefit more and more people.
